Objectives

The primary objective of this tender is to appoint a Service Provider to perform comprehensive town planning, environmental, civil, electrical, mechanical, geotechnical, and related services for the development of facilities at Ncome and Richards Bay Correctional Centres. Specifically, the services include site clearance, obtaining necessary permits and licenses (such as atmospheric emission licenses and water use licenses), land development applications, environmental impact assessments, and infrastructure planning to support the construction of a red meat abattoir, incinerator, and a 1000-bed facility.

The overarching goal is to ensure lawful, environmentally compliant, and operationally feasible development aligned with legislative requirements, land use controls, and environmental standards.

Scope

The scope encompasses a wide range of services, including but not limited to:

• Site Clearance & Land Use: Site assessments, land use rights investigation, land procurement, rezoning, consolidation, subdivision, and land legalizations for both correctional centers.
• Environmental Studies & Approvals: Environmental impact assessments (EIA), public participation, environmental authorizations, water use licenses, waste management licenses, and related statutory processes.
• Town Planning & Land Development: Preparation of site development plans, statutory land development applications, public participation, and obtaining approvals from local authorities.
• Engineering Investigations & Design: Civil, electrical, mechanical, geotechnical, stormwater, water supply, wastewater, solid waste, and stormwater management assessments, designs, and specifications.
• Specialist Studies & Coordination: Traffic impact assessments, geotechnical investigations, environmental assessments, and integration of all specialist reports.
• Licensing & Permits: Application and management of atmospheric emission licenses, water use licenses, waste licenses, and other statutory approvals.
• Project Management & Reporting: Development of project execution plans, progress reports, accrual reports, and adherence to project timelines.

Technical Requirements

The technical requirements include:

• Adherence to relevant legislation such as NEMA, Air Quality Act, Water Act, Occupational Health and Safety Act, and municipal bylaws.
• Preparation and submission of comprehensive environmental and land use applications, reports, and licenses.
• Design of infrastructure systems including water supply, sewage, stormwater, waste management, and mechanical systems for incinerators and abattoirs.
• Conducting geotechnical investigations, environmental impact assessments, traffic impact assessments, and site suitability studies.
• Coordination with authorities, specialists, and stakeholders to ensure compliance and approval of all permits and licenses.
• Provision of detailed reports, drawings, specifications, and technical documentation for all disciplines involved.
• Implementation of environmental management and mitigation measures through EMPrs and public participation processes.

Skills Requirements

The tenderer must demonstrate the following skills and qualifications:

• Professional Registration: All key personnel, including town planners (SACPLAN registered), civil, electrical, mechanical, geotechnical engineers (ECSA registered), environmental specialists (SACNASP registered), and traffic engineers (ECSA registered).
• Experience: Proven track record in land development, environmental assessments, infrastructure design, and project management for similar projects, preferably within South Africa.
• Environmental & Regulatory Knowledge: In-depth understanding of environmental legislation, licensing procedures, and statutory compliance processes.
• Technical Competence: Ability to produce detailed designs, reports, and specifications across disciplines, and manage multidisciplinary coordination.
• Project Management Skills: Ability to develop project execution plans, monitor progress, and deliver within stipulated timelines and budgets.
• Communication & Stakeholder Engagement: Effective communication skills for liaising with authorities, communities, and stakeholders, including managing public participation processes.
• Security & Confidentiality: Ability to handle sensitive information, including security clearance where applicable.
