Objectives

The primary objective of this tender is to facilitate the provision of water and sanitation infrastructure at Sunshine Primary School under the Department of Education's Water & Sanitation Programme. The project aims to deliver comprehensive water supply, sanitation facilities, and associated services to improve the school's sanitation standards, ensuring compliance with relevant standards and regulations.

Scope

The scope of work encompasses a wide range of activities including:

• Provision and installation of water supply systems, including boreholes, tanks, and associated plumbing.
• Construction and renovation of sanitation facilities such as ablution blocks, septic tanks, conservancy tanks, and soakaways.
• Earthworks, excavation, backfilling, and site clearance for all external and internal works.
• Construction of retaining structures, walls, and other civil engineering features.
• Installation of electrical systems, including lighting, power, lightning protection, and control systems.
• Provision of necessary permits, safety measures, environmental compliance, and site management.
• Provision of ancillary services such as signage, fencing, and site offices.

The work must be carried out with minimal disruption to existing school activities and in accordance with the detailed specifications and drawings provided.

Technical Requirements

The technical requirements include adherence to:

• General Conditions of Contract for Works of Civil Engineering Construction (2010, Second Edition).
• SANS 1921-1:2004 for construction and management requirements.
• Specific standards for earthworks, concrete, masonry, waterproofing, plumbing, electrical installations, and safety.
• Provision of certification for specialist installations and compliance testing.
• Proper installation of water supply, sanitation, electrical, and structural components as per manufacturer’s instructions and approved drawings.
• Environmental and health safety regulations, including asbestos handling, site safety, and pollution control.
• Provision of site management, weather recording, and documentation including as-built drawings and progress reports.

Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Proven experience in civil engineering, water supply, and sanitation infrastructure projects, particularly in school environments.
• Capability to undertake earthworks, concrete works, masonry, waterproofing, and plumbing to specified standards.
• Qualified electrical installation personnel with experience in low voltage systems, lightning protection, and compliance certification.
• Ability to manage environmental, health, and safety requirements effectively.
• Competence in project management, including planning, scheduling, and site supervision.
• Ability to coordinate with local communities, authorities, and stakeholders, including community liaison officers.
• Certification and registration with relevant professional bodies where applicable.
