Objectives

The primary objective of this tender is to appoint a Service Provider to perform structural and civil engineering work for the repair and refurbishment of the Tweeling Magistrate's Office Heritage project. The services aim to ensure the successful completion of the project through comprehensive planning, design, documentation, procurement, construction supervision, and close-out activities, with an emphasis on quality, compliance, sustainability, and targeted procurement goals.

Scope

The scope encompasses:

• Basic Engineering Services: Covering all stages from inception, preliminary design, detailed design, documentation, procurement, contract administration, inspection, to close-out.
• Specific Services: Including inspections, investigations, feasibility studies, design development, preparation of drawings and specifications, procurement assistance, construction monitoring, contract administration, and project close-out.
• Additional Services: Such as construction monitoring, environmental impact assessments, quality assurance, leadership roles, and other supplementary tasks as required.
• Targeted Procurement: Incorporating targeted participation goals and compliance monitoring during project execution.
• Design Considerations: Emphasis on energy efficiency, sustainability, local content, and innovation in design solutions.

Technical Requirements

The technical requirements include:

• Adherence to the 2023 NDPWI Scope of Engineering Services and Tariff of Fees for all stages and services.
• Provision of professional registration certificates for key personnel and registered principals.
• Implementation of a comprehensive quality assurance system and compliance with relevant legislation, standards, and environmental regulations.
• Preparation and submission of detailed reports, drawings, specifications, and cost estimates at each project stage.
• Effective project management, including scheduling, coordination, and communication with all stakeholders.
• Provision of construction supervision, inspection, and contract administration services aligned with the project scope and standards.
• Use of compatible software applications for project documentation and programming.
• Security clearance for personnel involved in projects requiring confidentiality or security measures.

Skills Requirements

The skills and qualifications required of the Service Provider and key personnel include:

• Professional Registration: All key personnel, including Principal Engineers and specialists, must be registered with the relevant engineering councils (e.g., ECSA).
• Experience: Proven track record in similar civil and structural engineering projects, especially in refurbishment, repair, and heritage projects.
• Technical Competence: Ability to deliver comprehensive engineering services across all project stages, including design, documentation, procurement, and construction supervision.
• Project Management Skills: Strong planning, scheduling, coordination, and communication skills to ensure timely and within-budget project delivery.
• Environmental and Sustainability Knowledge: Ability to incorporate green design principles, energy efficiency, and local content considerations.
• Legal and Regulatory Compliance: Familiarity with relevant legislation, standards, and environmental regulations applicable to South African heritage and civil engineering projects.
• Administrative Skills: Ability to prepare detailed reports, drawings, specifications, and project documentation accurately and efficiently.
• Security Clearance: Personnel involved in sensitive or security-related aspects must be willing to undergo security vetting and fingerprinting procedures.
