Objectives

The primary objective of this tender is to appoint a qualified service provider to supply cleaning services for the Department of Public Works in the eThekwini District for a period of 12 months. The service includes daily cleaning, maintenance of the premises, and supply of cleaning materials to ensure a hygienic and well-maintained environment.

Scope

The scope of work encompasses:

• Cleaning of internal areas of the entire buildings, including foyers, passageways, boardrooms, storerooms, ablutions, change rooms, toilets, tea kitchens, offices, and workshops.
• Cleaning of windows (internal and external sills, accessible pipes, fittings).
• Provision and use of environmentally friendly cleaning materials, disinfectants, and disposables.
• Cleaning of verandas, toilets, bathrooms, change rooms, and associated fixtures such as basins, urinals, sinks, and waste disposal areas.
• Daily sweeping, mopping, dusting, and periodic deep cleaning (e.g., pressure washing, high dusting, polishing).
• Supply and management of cleaning staff (minimum of 5 cleaners), including supervision and equipment.
• Supply of cleaning consumables and materials for the entire period.

Technical Requirements

The successful bidder must demonstrate compliance with the following technical requirements:

• Registration on the Central Suppliers Database (CSD).
• Provision of at least three recent projects of similar scope completed within the last 3 years, supported by award or order letters.
• Compliance with bid regulations, including registration with BCCCI and use of SABS approved materials.
• Environmental safety: all cleaning products must be biodegradable and safe for personnel.
• Availability of qualified supervisory staff and trained cleaning personnel.
• Provision of safety equipment and adherence to Occupational Health and Safety standards.
• Proof of previous experience and references from similar projects.
• Submission of sworn affidavits confirming ownership goals and BBBEE status.

Skills Requirements

The bidder must possess the following skills and qualifications:

• Experience in commercial and institutional cleaning services.
• Qualified supervisory staff with relevant training in cleaning operations and safety protocols.
• Knowledge of environmentally friendly cleaning practices.
• Ability to manage and coordinate a team of at least five cleaners effectively.
• Proficiency in health and safety regulations related to cleaning services.
• Capacity to supply and manage cleaning materials and equipment throughout the contract period.
• Demonstrated ability to meet quality standards and respond promptly to service requests and emergencies.
