Objectives

The primary objectives of this tender are to:

• Reduce the risk of HIV transmission among construction workers and the local community.
• Raise awareness about HIV/AIDS, its transmission, and prevention methods among workers and the community.
• Promote early diagnosis of HIV/AIDS and sexually transmitted infections (STIs).
• Provide affected individuals with access to counseling, support, and healthcare services.

Scope

The scope of work includes:

• Repairs to flood lights and vandalized distribution boards at the Umlazi Service Centre.
• Electrical installation, including distribution boards, cabling, switches, sockets, and lighting fixtures.
• Construction and installation of electrical infrastructure as specified in the drawings and annexures.
• Labour-intensive activities as per the Labour-Intensive Specification, involving local workers and management staff trained to specified standards.
• Implementation of HIV/AIDS awareness and prevention programs, including distribution of condoms, posters, pamphlets, and conducting awareness sessions.
• Adherence to health, safety, and environmental standards, including site safety, permits, and environmental management.

Technical Requirements

The technical requirements encompass:

• Electrical works including supply, installation, and connection of distribution boards, cabling, lighting, and associated electrical components.
• Labour-intensive construction methods for trenching, backfilling, and manual handling of materials.
• Compliance with specifications for HIV/AIDS awareness, including structured awareness programs and reporting.
• Implementation of safety, health, and environmental management plans, including risk assessments, safety plans, permits, and site safety measures.
• Provision of detailed drawings, annexures, and technical data sheets for all equipment and materials used.
• Adherence to the JBCC Minor Works Agreement and relevant contractual and regulatory standards.

Skills Requirements

The tenderer must demonstrate:

• Registration with the CIDB in a contractor grading designation of 1 EB or higher.
• Capability to execute electrical repairs and installations according to technical specifications.
• Experience in labour-intensive construction methods, including trenching, backfilling, and manual handling.
• Provision of qualified supervisory and management staff with the following competencies:
• Site Agent/Manager with NQF level 5 or equivalent.
• Foremen/Supervisors with NQF level 4 or equivalent, trained in labour-intensive methods.
• Ability to implement HIV/AIDS awareness programs, including training, distribution, and reporting.
• Knowledge of occupational health and safety regulations, environmental management, and relevant legislation.
• Provision of necessary equipment, tools, and resources to carry out the scope of work safely and effectively.
• Capacity to provide detailed project management, including scheduling, resource deployment, and quality control.
