Objectives

The primary objectives of this tender are to:

• Reduce the risk of HIV/AIDS transmission among construction workers and the local community.
• Raise awareness about HIV/AIDS, its risks, and prevention methods among workers and community members.
• Promote early diagnosis of HIV/STI infections.
• Provide affected individuals with access to care, counseling, and support services.

Scope

The scope of work includes:

• Painting of offices for the Department of Transport in Pinetown, including preparation, priming, and finishing coats on walls, doors, and ceilings.
• Provision of preliminary works such as site setup, safety measures, and water supply arrangements.
• Implementation of HIV/AIDS awareness programs, including awareness campaigns, distribution of condoms, posters, pamphlets, and voluntary testing and counseling services.
• Labour-intensive activities such as manual excavation, shaping, loading, spreading, and other construction tasks, emphasizing hand work and local labor employment.
• Adherence to safety, health, and environmental regulations, including site safety plans, PPE, and hazard management.
• Provision of necessary site facilities, including water, electricity, sanitation, and site security.

Technical Requirements

The technical requirements encompass:

• Completion of all painting works as per specifications, including surface preparation, priming, and finishing coats using approved materials.
• Use of labour-intensive methods for site works, with emphasis on hand tools and manual handling for excavation, loading, and spreading.
• Implementation of safety measures, including site safety plans, PPE, hazard identification, and risk assessments.
• Provision of site facilities such as portable toilets, storerooms, water, and power supply.
• Adherence to environmental and health regulations, including waste management, hazardous material handling, and site cleanliness.
• Execution of HIV/AIDS awareness activities, including program planning, material distribution, and reporting.

Skills Requirements

The tender requires bidders to demonstrate:

• Registration with the Construction Industry Development Board (CIDB) with a grading designation of 1GB ONLY.
• Capability to perform labour-intensive construction activities, with personnel trained or registered in relevant NQF level courses (Level 2 for supervisors, Level 4 for site managers).
• Experience in painting works, surface preparation, and finishing using approved materials.
• Ability to implement and manage HIV/AIDS awareness and health programs, including distribution of condoms, posters, and conducting training sessions.
• Provision of a qualified safety, health, and environmental management team, including safety officers and health officers.
• Financial stability and resources to complete the project within the specified period.
• Capacity to mobilize labour and equipment suitable for labour-intensive construction methods.
