Objectives

The primary objectives of this tender are to:

• Reduce the risk of transfer of the HIV virus between and among construction workers and the local community.
• Raise awareness amongst construction workers and the local community about HIV/AIDS and its transmission.
• Promote early diagnosis of HIV/AIDS and sexually transmitted infections (STIs).
• Assist affected individuals in accessing care, counseling, and support services.

Scope

The scope of work includes:

• Maintenance of lifts at the Durban Regional Office for a period of 36 months, including routine inspections, servicing, repairs, and emergency repairs.
• Taking over existing lifts, conducting thorough examinations, and submitting inspection reports.
• Operating a 24/7 emergency call center for fault reporting and response.
• Providing regular servicing, inspections, and repairs as per specifications and standards.
• Ensuring compliance with health, safety, and environmental regulations, including HIV/AIDS and EPWP requirements.
• Providing detailed reports, schedules, and documentation related to maintenance, inspections, and safety compliance.

Technical Requirements

The technical requirements encompass:

• Maintenance and servicing of lifts, including inspection, repair, and replacement of parts, with adherence to manufacturer specifications.
• Provision of comprehensive inspection reports (Annexure B) at intervals not exceeding 24 months, conducted by registered lift inspectors.
• Installation of permanent labels with contractor details and emergency contact numbers on each lift.
• Provision of a schedule of rates covering routine maintenance, emergency repairs, and minor repairs to ensure compliance with OHS regulations.
• Adherence to safety standards, including emergency procedures, PPE, permits, and hazard management.
• Implementation of labour-intensive methods for certain activities under EPWP guidelines, employing local workers with appropriate skills and training.
• Compliance with HIV/AIDS awareness, testing, counseling, and education programs as specified.

Skills Requirements

The skills and competency requirements include:

• Engagement of supervisory and management staff with completed skills programs at NQF levels 2, 4, and 5, including specific qualifications such as the "Manage Labour-Intensive Construction Processes".
• Engagement of skilled artisans and technicians with relevant registration and experience.
• Provision of on-the-job training to targeted and unskilled workers, with emphasis on health, safety, and HIV/AIDS awareness.
• Employment of unskilled and semi-skilled workers in accordance with prevailing legislation and SANS 1914-5, with targeted employment proportions (e.g., women, youth, persons with disabilities).
• Ensuring that all personnel involved in labour-intensive activities have completed appropriate training programs and hold necessary certifications.
• Maintaining adequate stocks of spare parts and equipment, with capability for rapid response and repairs.
