Objectives

The primary objective of this tender is to engage a qualified service provider to design, develop, and display comprehensive evacuation emergency plans for multiple municipal sites within the Amajuba District Municipality. These plans aim to identify evacuation routes, assembly points, hazard signage, and safety procedures to ensure compliance with the Occupational Health and Safety (OHS) Act and to enhance workplace safety and emergency preparedness across all relevant municipal operational sites.

Scope

The scope of work includes:

• Designing evacuation plans for the Amajuba District Municipality's old and new buildings, including the Disaster Management Center, Thusong Centre, Durnacol Water Waste Plant, Durnacol Water Treatment Plant, and Utrecht Water Treatment Plant.
• Identifying and establishing evacuation routes, assembly points, and hazard signage in all municipal operational sites.
• Creating site plans with fire assembly areas, fire escape routes, and placement of safety equipment such as fire extinguishers and first aid kits.
• Developing clear safety directions, alarm systems, and communication protocols for emergency situations.
• Providing training and conducting drills for occupants to ensure familiarity with evacuation procedures.
• Ensuring all plans are compliant with relevant regulations and standards, including visible health and safety color coding.
• Delivering draft plans within one month of drafting and final plans within three months after approval.

Technical Requirements

The technical requirements for the project include:

• Preparation of detailed evacuation plans that include:
• Caution and hazard signage
• Restricted areas and hazardous chemicals signage
• Fire exit signs and escape routes
• First aid equipment locations
• Site plans with fire assembly points
• Evacuation procedures and symbols with clearly marked routes
• Design of alarm systems with audible and visual alerts for emergencies.
• Defining communication protocols for notifying emergency responders and occupants.
• Assigning roles and responsibilities, including evacuation monitors and assembly point coordinators.
• Ensuring the evacuation plan complies with all relevant regulations and standards.
• Incorporating training modules and conducting drills to ensure effective emergency response.
• Indicating distribution board points (DB board points) on the plans.
• Providing draft floor plans with office sizes and layouts, especially for older buildings.
