Level 1 EME sub-contractors are to be used for general aspects of the work (at least 8% of the contract value) Sub-contractors must also be registered with CIDB according to the value of the allocated work.
Tender will be evaluated in three different stages, namely (F.3.11.3):
Stage 1: Local content
The stipulated minimum threshold percentages for local production and content for the Electrical and Telecom Cable is 90%; Transformers and associated Equipment Class 1 is 80%; Steel Substation Structures is 100% and Lines and masts 100%.
Stage 2: Pre-Qualification criteria
Functionality will be scored out of a total of 100 and Tenderers who fail to meet the total minimum threshold of 65 (stage 2) or individual thresholds as indicated in the tables will not be considered for further (stage 3) evaluation
Stage 3: Price and BBBEE scoring
Tenders will be evaluated and adjudicated in terms of the Preferential Procurement Policy Framework Act (Act 5 of 2000) Regulations 2017 and the George Municipality’s Supply Chain Management Policy, where 80 points will be scored for price and 20 points for B-BBEE status where the tender value is up to R50m and 90 points will be scored for price and 10 points for B-BBEE status where the tender value is above R50m.
