Objectives

The primary objective of this tender is to develop an integrated ICT Cybersecurity Strategy aligned with international standards such as ISO/IEC 27001:2022 and NIST CSF 2.0. The strategy aims to establish cybersecurity governance, manage risks, enhance security posture, and ensure compliance with relevant legislation, thereby strengthening the municipality's cybersecurity framework.

Scope

The scope includes the following key activities:

• Development of a Cybersecurity Operating Model aligned with NIST CSF 2.0 and ISO/IEC 27001:2022
• Creation of governance documents such as Cybersecurity Governance Charter, Risk Management Policy, Acceptable Use Policy, and Data Classification and Retention Policy
• Implementation of security baseline ISMS, incident response, change management, and business continuity plans
• Conducting security assessments including gap analysis, penetration testing, and vulnerability scans
• Development of awareness and training programs to foster a cybersecurity culture
• Provision of detailed deliverables such as risk treatment plans, audit checklists, and remediation plans

Technical Requirements

The technical requirements specify that the solution must:

• Comply with ISO/IEC 27001:2022 and NIST CSF 2.0 standards
• Include a comprehensive change management plan
• Develop and implement cybersecurity governance and risk management frameworks
• Establish security controls such as data classification, incident response, and access management (including zero-trust architecture)
• Deploy security tools like DLP, MFA, endpoint protection (e.g., Defender for Endpoint), and security information and event management (SIEM)
• Perform vulnerability assessments, penetration testing, and incident simulations
• Ensure compliance with relevant legislation including POPIA, Cyber Crimes Act, MFMA, PFMA, and others

Skills Requirements

The tenderer must demonstrate the following skills and experience:

• Proven track record in delivering cybersecurity projects, with at least 3-4 similar projects completed
• Qualified project team members with certifications such as CISSP, COBIT, PRINCE2, or PMBOK
• Experience in developing and implementing cybersecurity governance frameworks and policies
• Leadership experience in cybersecurity strategy development, evidenced by CVs of project leaders with a minimum of 5 years in cybersecurity strategy and at least a NQF 6 IT qualification
• Technical expertise in security controls, incident response, vulnerability management, and security architecture (including zero-trust models)
• Ability to conduct security assessments, penetration testing, and compliance audits
• Knowledge of relevant legislation and standards such as ISO/IEC 27001, NIST CSF, POPIA, and Cyber Crimes Act
