Objectives

The primary objective of this tender is to develop community-based solutions utilizing Earth Observation (EO) and other space technologies to address societal, climate, and environmental challenges. The solutions aim to harness local expertise, foster innovation, and support decision-making processes related to issues such as climate resilience, food security, disaster management, urban planning, and natural resource management.

Scope

The scope involves:

• Developing community-validated spatial information and data collection methods.
• Integrating EO data and space technologies into practical decision-making tools, such as dashboards or online platforms.
• Engaging with municipalities, traditional leaders, and community members to address local challenges.
• Supporting start-ups, MSMEs, and NGOs in South Africa working in environmental monitoring, geospatial analysis, data science, remote sensing, or community development.
• Delivering at least six (6) pages of a technical proposal covering objectives, methodologies, milestones, capacity, and budget.

Technical Requirements

The technical proposal must include:

• A clear summary of objectives and expected impact.
• Methodologies, technologies, and specific EO data to be used.
• Alignment of proposed solutions with the objectives of EO community-based solutions.
• Key milestones, dependencies, risks, and mitigation strategies.
• Strategies for capacity building within local communities and stakeholders.
• Qualifications and experience of the team, including any partnerships.
• Estimated budget with justification for each item.

Skills and Skills Requirements

The tender emphasizes the need for bidders to demonstrate:

• Experience in remote sensing, geospatial analysis, data science, or community development projects.
• Technical expertise in Earth observation technologies and spatial data analytics.
• Capacity to develop innovative, practical solutions aligned with societal needs.
• Proven ability to engage with local communities, traditional leaders, and municipal stakeholders.
• Qualifications in Geographic Information Systems (GIS), Remote Sensing, or related fields, supported by detailed CVs.
• Experience in project management, milestone planning, risk mitigation, and capacity building.
• Ability to deliver solutions within the specified timeframe and budget.
