Objectives

The primary objectives of the tender are to develop comprehensive infrastructure master plans (water, sanitation, roads, stormwater, electricity) for Mogalakwena and Modimolle-Mookgophong municipalities. These plans aim to:

• Provide strategic, long-term (20+ years) frameworks for infrastructure development, maintenance, and upgrades.
• Address existing backlogs, current demands, and capacity constraints.
• Incorporate climate resilience, ecological considerations, and social inclusion, ensuring sustainable and green infrastructure solutions.
• Align infrastructure investments with national policies, climate goals, and international best practices, facilitating access to climate and green finance.
• Support municipal capacity building, stakeholder engagement, and institutional strengthening for sustainable service delivery.
• Ensure projects are bankable, environmentally compliant, and socially inclusive, with clear implementation pathways and funding strategies.

Scope

The scope encompasses the development and updating of detailed master plans for water, sanitation, roads, stormwater, and electricity, including:

• Assessment of existing infrastructure, condition, capacity, and vulnerabilities, including ecological dependencies and climate risks.
• Demand forecasting for 5, 10, and 15-year horizons, considering demographic, spatial, and economic growth, as well as climate change impacts.
• Formulation of technical, financial, institutional, and social strategies/projects to reduce losses, improve efficiency, and enhance resilience.
• Development of funding models, financing pathways (including climate and green finance), and project phasing aligned with municipal priorities.
• Risk assessment covering technical, environmental, social, and institutional risks, with mitigation measures.
• Integration of ecological, climate, and social safeguards, with geospatial overlays and climate scenario testing.
• Capacity building, stakeholder engagement, and institutional arrangements for sustainable operation and maintenance.
• Preparation of comprehensive reports, implementation roadmaps, and final project close-out documentation.

Technical Requirements

• Development of long-term (20+ years) infrastructure master plans aligned with national and regional policies.
• Demand and capacity modelling incorporating climate scenarios, ecological dependencies, and social factors.
• Asset registers, valuation, and GIS mapping of infrastructure assets, including condition and residual life assessments.
• Risk and vulnerability assessments with climate resilience, ecological, and social considerations.
• Design of integrated, climate-smart, and nature-based solutions (e.g., wetlands, green stormwater systems).
• Development of funding strategies, project phasing, and implementation plans with measurable KPIs.
• Stakeholder engagement and institutional arrangements ensuring community participation, gender inclusion, and environmental safeguards.
• Preparation of detailed reports, GIS datasets, maps, and digital models compatible with municipal systems.
• Capacity building and knowledge transfer for municipal staff to maintain and update plans.

Skills Requirements

• Multidisciplinary expertise including civil, water, stormwater, electrical, environmental, GIS, and social specialists.
• Professional registration and proven experience in infrastructure planning, climate resilience, ecological infrastructure, and sustainable development.
• Experience in demand forecasting, asset management, GIS mapping, and environmental impact assessments.
• Capacity to develop integrated funding models, green finance pathways, and project phasing aligned with climate and ESG standards.
• Strong stakeholder engagement, participatory planning, and institutional capacity building skills.
• Ability to produce comprehensive, GIS-enabled reports, maps, and digital datasets compatible with municipal and national systems.
• Experience in risk assessment, climate adaptation planning, and integrating ecological and social safeguards into infrastructure planning.
• Effective project management, reporting, and knowledge transfer capabilities to ensure sustainability and institutional ownership.
