Objectives

The primary objective of this tender is to secure a qualified contractor to excavate and prepare the sites for four pit latrine facilities in Nuwedorp, thereby advancing municipal sanitation service delivery and community health infrastructure.

Scope of Work

• Excavation and ground preparation for four (4) pit toilets at the designated location in Nuwedorp.
• Compliance with municipal engineering, environmental, and public health standards for pit latrine construction.
• Site management, including safety measures, waste disposal, and final handover of completed excavation works.

Technical Requirements

• All submissions must be completed using the municipality's prescribed quotation documents.
• A valid Tax Compliance Status (TCS) PIN issued by the South African Revenue Service (SARS) must be included.
• Bids must be placed in sealed envelopes, clearly labelled with the quotation number and description, and deposited in the official Municipal Quotation Box before the strict deadline.
• Late submissions, as well as those received via email or facsimile, will be automatically disqualified.

Skills Requirements

• Proven competency in civil excavation, earthworks, and sanitation infrastructure projects.
• Knowledge of municipal construction standards, occupational health and safety regulations, and environmental compliance.
• Ability to interpret technical drawings, manage site logistics, and deliver within agreed timeframes.
• Familiarity with public sector procurement processes, documentation, and audit readiness.

Key Terms & Conditions

80/20-Point System: This denotes the municipality’s preferential procurement evaluation model. Eighty percent of the scoring is allocated to price competitiveness, while twenty percent is reserved for transformation and socio-economic objectives, such as black economic empowerment, local supplier development, and enterprise growth initiatives.

Bid Validity Period: Submitted quotations must remain legally binding and open for acceptance for sixty (60) days from the closing date.

Evaluation & Award Discretion: The municipality reserves full discretion to accept or reject any or all quotations, in whole or in part, and is not obligated to award the contract to the lowest-priced bidder.
