Objectives

The primary objective of this tender is to facilitate urgent repairs, renovations, and refurbishments across five (5) health facilities within the OR Tambo District, KSD Municipality Sub-district. The project aims to improve the safety, functionality, and compliance of these health facilities, ensuring minimal disruption to ongoing health services while adhering to relevant standards and regulations.

Scope

The scope encompasses comprehensive repair, renovation, and refurbishment works at the following facilities:

• MQANDULI CLINIC
• MTHATHA REGIONAL HOSPITAL
• NOSEKENI NONGAPHI CLINIC
• NTSHELE CLINIC
• STANFORD TERRACE CLINIC

The work includes demolition, structural repairs, roofing, ceilings, flooring, plastering, electrical and plumbing upgrades, external and internal finishes, and associated site works. The project also involves managing decanting processes to ensure continuous service delivery during construction, compliance with health and safety standards, and adherence to environmental regulations.

Technical Requirements

The technical scope requires adherence to:

• Standards specified in SANS 10400, PW371, and relevant construction regulations.
• Use of approved proprietary products or equivalent approved substitutes.
• Implementation of health and safety measures as per the Occupational Health & Safety Act, including site-specific safety plans, risk assessments, and safety signage.
• Proper management of hazardous materials, asbestos, and biological waste.
• Installation of appropriate roofing, walling, flooring, and finishes as per detailed specifications.
• Electrical and plumbing installations compliant with statutory requirements, including Certificates of Compliance (COC).
• Effective site management, including decanting, security, and environmental controls.

Skills and Skills Requirements

The tender mandates the following skills and qualifications for personnel involved:

• Qualified and registered professionals including:
• Project Manager (minimum NQF Level 6 in building or relevant field)
• Construction Manager
• Site Supervisors and Foremen with relevant experience
• Health & Safety Officers registered with SACPCMP
• Electrical and Mechanical qualified personnel with valid registration and Certificates of Compliance
• Specialist subcontractors (Electrical, Roofing, etc.) with proven experience and CIDB registration
• Personnel must have relevant experience in healthcare facility renovations, roofing, electrical, plumbing, and structural works.
• Competency certificates, registration with professional bodies, and proof of experience must be submitted.
• Personnel involved in safety management must have appropriate training and certification.
• All workers must undergo site-specific health and safety induction and training.

The successful bidder must demonstrate capacity to mobilize skilled resources, manage multiple sites, and ensure compliance with all technical, safety, and environmental standards throughout the project duration.
