Objectives

The primary objective of this tender is to establish sustainable water supply infrastructure for designated communities within the municipality. The project specifically targets the drilling and full equipping of boreholes in Ward 01 and Ward 02, including the Nahabathin Community Garden, to support domestic water access and agricultural irrigation.

Scope of Work

The successful bidder will be responsible for the end-to-end delivery of borehole infrastructure, including:

• Site assessment and preparation for drilling operations
• Drilling to the required depth and yield capacity as specified in the Terms of Reference
• Installation of complete equipping systems, including casing, filtration, pumping units, piping, and electrical components
• Capping and construction of protective concrete pads or enclosures to prevent contamination and ensure structural integrity
• Testing, commissioning, and handover of functional water extraction points across multiple ward locations

Technical Requirements

Detailed engineering specifications are outlined in the separate Terms of Reference (TOR). Bidders must demonstrate the ability to deliver compliant, durable water infrastructure meeting national standards. Key technical expectations include:

• Use of SABS/SANS-compliant drilling rigs, casing materials, and pump systems rated for local hydrogeological conditions
• Proper well development, yield testing, and water quality verification procedures
• Robust civil works for borehole capping, drainage, and safety fencing where applicable
• Integration of reliable power sources (grid or solar) and control systems for automated or manual operation
• Provision of as-built drawings, operation manuals, and warranty documentation upon completion

Skills & Experience Requirements

Bidders must possess verified expertise in municipal water infrastructure delivery. Essential competencies include:

• Licensed borehole drilling operations with demonstrated success in similar public-sector projects
• Hydrogeological surveying and aquifer assessment capabilities
• Mechanical and electrical installation proficiency for submersible/surface pumps, control panels, and piping networks
• Civil construction experience for borehole foundations, capping, and containment structures
• Project management skills to coordinate multi-site deployments, logistics, health and safety compliance, and strict adherence to municipal timelines
• Knowledge of municipal procurement regulations and maintenance planning

Notes on Specialised Terms

• PPPFA Preference Points: The evaluation incorporates the Preferential Procurement Policy Framework Act scoring system, allocating up to 20 points toward transformation goals. Points are awarded for Black ownership, women-owned enterprises, disability inclusion, and rural-based business status, directly influencing contract awards.
• CSD Registration: Bidders must be registered on the Central Supplier Database, a national government portal that validates supplier legitimacy, tax compliance, and banking details before contract execution.
• Sworn Affidavit for Rural Businesses: Enterprises operating in rural municipal areas may submit a legally sworn affidavit instead of formal municipal rates statements to verify operational status, reducing administrative barriers for small-scale suppliers.
