Objectives

The primary objective of this tender is to appoint a qualified service provider to perform preventative maintenance, servicing, and repairs of high tension (HT) electrical equipment within the East London and Queenstown areas over a period of 36 months. The goal is to ensure the reliable operation, safety, and integrity of high tension electrical infrastructure, including transformers, switchgear, cables, and associated components, in accordance with specified technical standards and contractual obligations.

Scope

The scope encompasses:

• Preventative maintenance, servicing, and repairs of high tension electrical equipment such as transformers, switchgear, ring main units (RMUs), and associated accessories.
• Inspection, testing, and commissioning of electrical installations across various sites within the specified jurisdiction.
• Replacement, repair, and maintenance of electrical components, including cables, switchgear, transformers, and control systems.
• Provision of operating and maintenance manuals, safety documentation, and record-keeping (e.g., job cards, travel logs).
• Unplanned (breakdown) repairs and emergency response services.
• Adherence to relevant standards such as IEC, SANS, and Occupational Health & Safety regulations.
• Coordination with the Department of Public Works and Infrastructure for site access, safety, and reporting.

Technical Requirements

The technical requirements include:

• Compliance with IEC 62271 series standards for high-voltage switchgear and controlgear, and SANS specifications.
• Use of SF6 gas-insulated switchgear (RMUs) with specified voltage, current, and fault ratings.
• Installation, inspection, and testing of ring main units (RMUs), transformers, and associated switchgear, including vacuum interrupters and gas monitoring systems.
• Provision of certified electrical personnel, including registered electricians and technicians, with relevant experience in high voltage systems.
• Preparation and submission of detailed maintenance, inspection, and test reports, including thermal imaging and condition assessments.
• Implementation of safety protocols, hazard assessments, and compliance with Occupational Health & Safety Act and regulations.
• Provision of operating manuals, as-built drawings, and record-keeping documentation.
• Adherence to specified contract periods, including time for planning, execution, and defect liability.
• Use of approved materials, equipment, and spare parts, with certification and traceability.

Skills and Skills Requirements

The tender requires bidders to demonstrate:

• Technical Expertise: Proven experience in high voltage electrical systems, including maintenance, repair, and installation of transformers, switchgear, RMUs, and cables.
• Qualified Personnel: Availability of suitably qualified and registered electrical engineers, technologists, technicians, and artisans with relevant HV/MV experience.
