Objectives

The Independent Development Trust aims to appoint a qualified electrical contractor to deliver comprehensive operation and maintenance services for its National Office over a three-year period. The primary objective is to guarantee the continuous, safe, and efficient functioning of all electrical systems through systematic preventative maintenance, rapid fault resolution, and strict adherence to national legislative frameworks and corporate governance standards.

Scope of Services

The contractor will manage electrical maintenance across a 6,000 m² facility comprising two floors, one basement, 144 air-conditioning units, 94 offices, six distribution boards, and capacity for 208 occupants. Core responsibilities include:

• Routine cleaning, servicing, and inspection of all electrical installations.
• Assessment, repair, and replacement of faulty lighting, power poles, plugs, data outlets, and distribution board legend cards.
• Maintenance of uninterruptible power supplies (UPS), backup generators, and main power feeds.
• Removal of decommissioned wiring, repair of lighting protection systems, and execution of new installations or modifications.
• Provision of energy management recommendations, safety testing, and issuance of Certificates of Compliance (COC).

Services will be rendered as and when required, with a mandatory response window of 2–12 hours for all requests, including emergencies. Work must restore or retain installations to their designed capacity and efficiency.

Technical Requirements

Bidders must demonstrate full compliance with South African legislation and engineering standards, including the Occupational Health and Safety Act, ISO 9001 quality management, SANS 10142 (national electrical wiring code), and ECSA (Engineering Council of South Africa) regulations. A customized quality and safety plan aligned with the client’s operational environment is mandatory.

Required documentation and credentials include:

• A valid CIDB (Construction Industry Development Board) grading certificate of 1EB or higher.
• Registration with the Electrical Contractors’ Association or equivalent professional certification.
• A DHET (Department of Higher Education and Training) trade certification in electrical contracting.
• A COIDA (Compensation for Occupational Injuries and Diseases Act) letter of good standing.
• Valid public liability insurance coverage.

Pricing must be submitted in Rand, inclusive of VAT, detailing normal and after-hours labour rates (covering a qualified technician plus one assistant) and a material handling percentage. Note: Material handling percentage refers to the additional charge covering procurement logistics, including sourcing supplier quotes, verifying product specifications, and ensuring equipment functionality prior to installation. All quotations must remain valid for 90 days post-closing. Bids are evaluated against a minimum 70-point functionality threshold, requiring documented past appointments, corresponding client reference letters, detailed CVs, and a step-by-step quality assurance methodology. Preference points are allocated for designated demographic ownership targets per national procurement policy.

Skills Requirements

The project demands a technically proficient team led by an ECSA-accredited Project Manager responsible for strategic oversight, regulatory compliance, and service delivery coordination. Field personnel must include licensed electricians holding current medium and high-voltage trade test certificates issued by recognized testing authorities.

Candidates must demonstrate proven commercial experience in electrical maintenance, fault diagnostics, system upgrades, and emergency response. Essential competencies include advanced knowledge of SANS 10142 standards, energy efficiency optimization, risk management protocols, and facility integration practices. Bidders must provide verifiable evidence of technical capacity through detailed CVs, trade test documentation, and a structured quality control workflow. Demonstrable track records via formal appointment letters and independently verifiable client references are strictly required to meet the functionality scoring criteria.
