Objectives

The primary objective of this tender is to secure a contractor for the repairs, refurbishment, and renovations of the existing kitchen at Elizabeth Donkin Hospital, including associated mechanical, electrical, and structural works. The project aims to upgrade the kitchen facilities to meet modern standards, ensure compliance with health and safety regulations, and facilitate efficient hospital operations during construction.

Scope

The scope of work includes, but is not limited to:

• Demolition of existing structures and finishes as specified.
• Installation of new epoxy flooring, wall tiling, and stainless steel splashbacks.
• Construction of new openings, bricking up existing windows/doors, and reinforcement work.
• Provision and installation of new kitchen equipment, including ovens, fryers, sinks, and storage units.
• Electrical works including new wiring, lighting, power outlets, and fire detection systems.
• Plumbing and drainage installation for water supply, waste, and venting.
• Painting, plastering, and finishing works to internal and external surfaces.
• Structural steelwork, metalwork, and support systems as required.
• Provision of temporary hoarding, site security, and safety measures.
• Implementation of phased construction to ensure hospital operation continuity.

Technical Requirements

The technical requirements specify adherence to:

• Relevant South African Standards (SANS) and regulations, including SANS 10252-1 for water installations, SANS 1200 series for civil works, and SANS 10087 for electrical works.
• Compliance with Occupational Health and Safety Act (85 of 1993) and Construction Regulations (2014).
• Use of approved materials, products, and proprietary items as specified or approved.
• Proper installation of kitchen equipment, electrical systems, plumbing, and drainage in accordance with manufacturer specifications and standards.
• Implementation of environmental and safety measures, including asbestos management, waste disposal, and hazard control.
• Phased construction approach with clear sequencing, decanting procedures, and minimal disruption to hospital operations.

Skills and Competencies Requirements

The tenderer must demonstrate the following skills and competencies:

• CIDB contractor grading of 4GB or higher, with proof of registration.
• Relevant experience in hospital or health facility refurbishment projects, with references and project certificates.
• Qualified and experienced personnel, including project managers, site supervisors, and safety officers, with valid SACPCMP registration and relevant training certificates.
• Capability to manage complex phased construction within operational hospital environments, ensuring safety and minimal disruption.
• Proven ability to comply with health and safety legislation, including asbestos removal, hazardous material management, and environmental controls.
• Demonstrated capacity for effective project management, including scheduling, quality control, and coordination with hospital staff and stakeholders.
• Provision of SMME subcontracting and mentorship as per project requirements, with proof of compliance and experience.
• Ability to supply and coordinate specialist subcontractors for electrical, mechanical, structural, and other specialized works.
