Objectives

The primary objective of this tender is to appoint a contractor experienced in roadworks to undertake embankment slope repair on Main Road P549 at Km 17+000 within Umvoti Local Municipality, under the Ladysmith Regional Office. The project aims to improve road stability, drainage, and safety, while also promoting local employment, enterprise development, and skills training in line with government policies such as the Expanded Public Works Programme (EPWP) and CIDB standards. Additionally, the project seeks to facilitate community engagement, environmental management, and adherence to safety and legislative requirements.

Scope

The scope of work includes, but is not limited to:

• Site establishment, traffic accommodation, and safety measures
• Loading, hauling, and spoil disposal
• Construction of gabion walls, terramesh systems, and drainage improvements
• Reinforced earthworks, gabion and geosynthetic walling
• Road resurfacing, patching, edge repairs, and finishing
• Installation of guardrails, signage, kilometre markers, and road restraint systems
• Environmental management, erosion control, and site rehabilitation
• Implementation of labour and enterprise development initiatives, including targeted employment and training programs
• Coordination with service authorities for existing service management and relocation

The project duration is approximately 6 months, with detailed site-specific activities and technical requirements outlined in the contract documents, drawings, and specifications.

Technical Requirements

The technical requirements encompass compliance with national standards, legislation, and best practices, including:

• Adherence to the Standard Specifications for Road and Bridge Works (COTO), Draft Standard (October 2020)
• Implementation of environmental management measures as per the Environmental Management Specification
• Compliance with Occupational Health and Safety Act (OHSA) 1993 and Construction Regulations 2014, including appointment of safety personnel, health and safety plans, and training
• Participation in the Expanded Public Works Programme (EPWP), including employment of local labour, targeted enterprise development, and skills training
• Provision of appropriate construction equipment, materials, and site facilities
• Management of existing services, including surveys, protection, and relocation where necessary
• Provision of traffic control, signage, and safety measures in accordance with the Road Traffic Act and relevant standards
• Monitoring and reporting on labour, enterprise development, environmental incidents, and progress in line with CIDB and government requirements
• Use of labour-enhanced construction methods where specified, with strict adherence to safety and quality standards
• Implementation of community liaison, stakeholder engagement, and project communication protocols

The contractor must ensure all personnel, equipment, and materials meet the specified standards, and that all activities are carried out in a manner that minimizes environmental impact, maximizes safety, and promotes local socio-economic development.
