Objectives

The primary objectives of this tender are to undertake embankment stabilization on Road P197-3 at Km 8+200 in the eThekwini Metropolitan area, ensuring road safety, durability, and minimal environmental impact. Additionally, the project aims to provide employment opportunities for local communities through labour-enhanced construction methods, support targeted enterprise development, and promote skills training aligned with national standards.

Scope

The scope includes:

• Construction of slope stabilization measures, including soil retaining structures and erosion control.
• Installation of sub-soil drainage systems and road pavement layers, including asphalt surfacing.
• Construction of concrete-lined drains, gabions, guardrails, and road signs.
• Site establishment, traffic management, and environmental protection measures.
• Provision of community liaison, training, and employment of local labour, including targeted enterprise development and skills training.
• Maintenance and repair activities during the defect liability period.

Technical Requirements

The technical requirements encompass:

• Adherence to the Standard Specifications for Road and Bridge Works (Draft Standard October 2020) and Project Specifications.
• Implementation of environmental management plans, including erosion control, waste management, and protection of existing services.
• Compliance with Occupational Health and Safety regulations, including site safety plans, training, and appointment of safety personnel.
• Use of labour-enhanced construction methods, with specified minimum labour employment percentages and supervision ratios.
• Provision of a fully equipped training facility on-site for skills development and community training programs.
• Engagement of Targeted Enterprises and Labour in accordance with CIDB standards, including subcontracting and employment targets.
• Monitoring and reporting on progress, employment creation, and enterprise development activities.

Skills Requirements

The tender stipulates the following skills and personnel requirements:

• Experienced management and supervisory personnel, including a Construction Manager, Construction Supervisor, and Safety Officer, with relevant qualifications and experience.
• Labour-enhanced management and supervisory staff who have completed the required Skills Programme (NQF Level 4 or higher).
• Skilled artisans and workers trained in construction activities such as drainage, paving, gabion work, and asphalt surfacing.
• Provision of structured training, coaching, guidance, and mentoring for Targeted Enterprises and Labour, aligned with CIDB standards and national occupational qualifications.
• Appointment of a dedicated Enterprise Development Coordinator to support targeted enterprise growth and monitor progress.
• Compliance with health and safety regulations, including appointment of qualified safety personnel and maintenance of safety records.
• Use of accredited trainers for skills development and training programs, with documentation of training outcomes and portfolios of evidence.
