Objectives

The primary objective of this tender is to engage a qualified service provider to perform environmental subservices aimed at locating, prospecting, and securing material sources along the national routes in the Free State Province, specifically for Package 4. The services include environmental impact assessments, obtaining necessary authorizations, and ensuring sustainable sourcing of construction materials such as quarry and borrow pit resources.

Scope

The scope encompasses:

• Provision of environmental services for seven (7) potential hard rock quarries, each approximately 15 hectares in size.
• Assessment and approval of construction materials including crushed aggregates, asphalt, seal, and concrete works, with estimated material yields between 800,000m³ and 1,250,000m³ per quarry.
• Environmental impact assessments, including screening, scoping, impact assessments, and obtaining environmental authorizations and water use licenses.
• Site investigations, core drilling, and geotechnical assessments across multiple quarry sites.
• Coordination with property owners, submission of reports, and compliance with environmental legislation and regulations.
• Engagement with relevant authorities for permits and approvals, including water use authorizations and quarry permits.

Technical Requirements

The technical requirements include:

• Appointment of qualified Environmental Assessment Practitioners (EAPs) registered with EAPASA.
• Development and implementation of Environmental Management Plans (EMPs) and Programmes (EMPr).
• Preparation and submission of environmental reports (scoping reports, impact assessment reports, etc.) within specified timelines.
• Coordination of public participation processes and stakeholder engagement.
• Provision of geotechnical and core drilling data, including detailed site geology and mapping.
• Compliance with all relevant environmental legislation, including the National Environmental Management Act (NEMA) and Water Act.
• Adherence to project milestones, reporting, and penalty provisions for delays or non-compliance.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in environmental impact assessments, especially for quarry and construction material sourcing projects.
• Registered environmental practitioners with valid registration certificates.
• Capability to conduct geotechnical investigations and core drilling activities.
• Experience in stakeholder engagement, public participation, and managing environmental authorizations.
• Technical expertise in geotechnical mapping, site assessments, and environmental management planning.
• Ability to coordinate multidisciplinary teams including geotechnical, environmental, and legal specialists.
• Knowledge of South African environmental legislation, regulations, and permitting processes.
