Objectives

The primary objectives of this tender are to provide water supply infrastructure through borehole equipping, ensure environmental protection and compliance, promote local employment and skills development, and implement health and safety standards in line with legislative requirements. Specific aims include delivering reliable water reticulation, creating job opportunities for local communities, training workforce and small contractors, and adhering to environmental management plans.

Scope

The scope encompasses the supply, delivery, and installation of borehole pumps, pipework, electrical connections, security fencing, and associated infrastructure across multiple villages (Kromkuil, Ga-Motle, Ratiepane, Moeka, Swartdam). It includes site establishment, excavation, backfilling, protection of existing services, environmental rehabilitation, and compliance with environmental, health, safety, and legislative standards. The project involves both civil and mechanical works, including construction of reservoirs, pump houses, fencing, and electrical installations, within specified locations in the North West Province.

Technical Requirements

• Provision of pumps, pipework, electrical cables, and security fencing as per project specifications.
• Construction of pump houses, reservoirs, and associated civil structures using approved materials and standards.
• Adherence to standard and project-specific specifications for earthworks, concrete, reinforcement, formwork, and pipe laying (SANS 1200 series).
• Implementation of environmental management measures, including topsoil handling, spoil management, erosion control, and rehabilitation.
• Compliance with occupational health and safety regulations, including hazard assessments, PPE, training, and appointment of safety officers.
• Use of labour-intensive construction methods where feasible, with specific procedures for working in confined areas, watercourses, and sensitive environments.
• Environmental protection measures such as pollution control, waste management, alien vegetation removal, and protection of water sources.
• Provision of site facilities, security, and access arrangements, including traffic management and site offices.
• Monitoring, inspection, and reporting on environmental impacts, safety compliance, and progress in line with legislative and project requirements.

Skills Requirements

• Qualified civil, mechanical, and electrical engineers with relevant registration and experience.
• Skilled artisans, including pipe fitters, welders, concrete workers, and electricians, with proven competency.
• Supervisory personnel such as site agents, foremen, and safety officers with relevant NQF levels and experience.
• Environmental officers and specialists trained in environmental management plans, impact mitigation, and compliance monitoring.
• Community liaison officers and trainers for skills transfer, community engagement, and health and safety awareness.
• Laborers skilled in earthworks, pipe installation, concrete work, and general construction activities, preferably from local communities.
• Personnel trained in occupational health and safety, hazard identification, emergency procedures, and PPE usage.
• Project management and coordination staff capable of overseeing civil, mechanical, electrical, and environmental aspects of the project.
