Objectives

The primary objective of this tender is to identify suitable, strategically located warehouse facilities within Durban, Kwa-Zulu Natal, that Eskom Distribution Division can lease, lease-to-own, or acquire outright. The facility will serve as a Regional Distribution Centre to enhance logistics efficiency, support high-volume distribution, ensure business continuity, and modernize supply chain operations in the region.

Scope

The scope involves the provision of a warehouse facility with the following key features:

• Warehouse Size: 8,000 to 12,000 m² (excluding office space), with a minimum internal height of 13 meters, suitable for heavy racking and MHE operations.
• External Areas: Fully paved yard for truck maneuvering, external staging/open storage, and circulation space for articulated trucks.
• Office/Administrative Space: Modern, climate-controlled, well-lit offices, including amenities such as ablution facilities, staff amenities, security control room, and reception.
• Location: Situated within an established industrial zone with access to major routes and public transport.
• Safety Standards: Fully compliant fire safety systems, including sprinkler systems, fire hose reels, smoke detection, emergency exits, and compliance with local fire and occupational health and safety regulations.
• Utilities & Infrastructure: Adequate electrical supply, energy-efficient lighting, water/sewer connections, and appropriate warehouse racking systems.
• Business Continuity: Backup power (generators/alternative energy), backup water supply, security infrastructure (fencing, CCTV, security personnel), parking bays, and truck queuing/parking facilities.

Technical Requirements

The facility must meet the following technical standards:

• Compliance with fire safety regulations, including sprinkler systems, fire extinguishers, smoke detection, and emergency exits.
• Structural integrity to support heavy racking and operational loads.
• Electrical infrastructure capable of supporting warehouse and office operations, with energy-efficient lighting.
• Provision of utilities such as water and sewer connections.
• Security systems including fencing, CCTV, and access control.
• Provision for truck parking, queuing, and maneuvering, with appropriate turning radii.

Skills and Requirements

Respondents should demonstrate the following:

• Ownership or legal rights to the proposed facility, with clear title and readiness for immediate occupation.
• Experience in providing warehouse facilities that meet safety, infrastructure, and logistical standards.
• Ability to comply with Eskom’s safety, security, and operational requirements.
• Capacity to support business continuity measures, including backup power and water supplies.
• Provision of detailed documentation including location, size, layout, amenities, asking price, and compliance certifications.
• Willingness to undergo site inspections and provide additional information as requested by Eskom.
