Objectives

The primary objective of this tender is to establish a Class A disposal facility capable of treating and disposing of hazardous waste on an 'as and when' basis over a period of 5 years. The facility must comply with legislative and environmental standards, ensuring safe, sound, and environmentally responsible waste management from cradle to grave. Additionally, the project aims to promote socio-economic transformation, local industrial development, and skills development through supplier commitments aligned with Eskom’s transformation and empowerment policies.

Scope

The scope encompasses the provision of a fully compliant Class A hazardous waste disposal facility, including acceptance, treatment, and disposal of various waste streams rated from I to IV, including extreme and high-risk waste. The facility must hold valid permits, provide annual external audit reports, and be available for Eskom audits. The scope also involves developing SHEQ plans, adhering to SHE specifications, and ensuring environmental and safety compliance throughout the contract duration.

Technical Requirements

• Provision of facilities for acceptance, treatment, and disposal of hazardous waste streams, including extreme and high-risk categories.
• Compliance with Waste Classification and Management Regulations GN 636, GN 634, and GRN 635.
• Possession of valid permits and annual external audit reports demonstrating compliance with environmental legislation.
• Development and implementation of SHEQ plans aligned with legislative and Eskom SHE standards.
• Adherence to environmental management standards such as ISO 14001 and ISO 45001.
• Management of waste from cradle to grave, ensuring environmentally sound practices and legal compliance.
• Monitoring and reporting on SHEQ compliance, including audits and assessments of contractors and suppliers.

Skills and Competency Requirements

• Valid ISO 9001 certification for Quality Management Systems by an accredited body.
• Demonstrated evidence of an operational SHEQ system, including documented responsibilities, control of external processes, audit reports, and management review records.
• Development of a comprehensive Contract Quality Plan and Quality Control Plan, including Inspection and Test Plans (ITPs).
• Knowledge of legislative compliance, environmental management, and safety standards relevant to hazardous waste disposal.
• Experience in managing hazardous waste treatment facilities, including permits, audits, and environmental reporting.
• Ability to develop and implement SHEQ policies, procedures, and plans aligned with Eskom’s requirements.
• Capability to monitor, audit, and enforce SHEQ compliance among contractors and suppliers.
• Proven track record of successful project delivery in hazardous waste management within regulatory frameworks.
