Objectives

The primary objective of this tender is to establish a panel of 10 suitable service providers for the refurbishment of power distribution transformers. This panel will facilitate the provision of refurbishment services on an as-and-when basis over a period of three years, ensuring a reliable and standardized process for transformer maintenance and repair.

Scope

The scope includes:

• Establishing a panel of 10 qualified service providers with well-equipped workshops adhering to relevant standards and safety regulations.
• Refurbishment of small distribution transformers rated from 16 KVA to 315 KVA, including testing, repairs, and replacement of components such as bushings and insulation.
• Provision of all necessary equipment, materials, and services for testing, repair, and refurbishment, either in-house or outsourced with appropriate agreements.
• Compliance with specified standards such as SANS 60076 series, NRS standards, and occupational health and safety regulations.
• Documentation, warranty, and quality assurance for each refurbished transformer.

Technical Requirements

The technical requirements encompass:

• Establishment of a workshop with facilities for transformer disassembly, repair, testing, and reassembly, including overhead cranes, oil testing bays, sandblasting, and core winding facilities.
• Adherence to standards such as SANS 60076 series, NRS 029, NRS 054, and other relevant South African and international standards.
• Provision of qualified personnel trained in transformer refurbishment, testing, and safety procedures.
• Implementation of a comprehensive safety, health, and environmental management system, including risk assessments, PPE, signage, and incident reporting.
• Supply of all equipment, testing facilities, and materials necessary for the refurbishment process, with accreditation by SANAS or equivalent bodies.
• Preparation of detailed documentation including test reports, warranties, and maintenance records for each transformer.

Skills and Skills Development Requirements

The tenderer must demonstrate:

• Proven experience in transformer refurbishment, testing, and repair, supported by appointment letters and project references.
• Capability to operate and maintain accredited testing facilities, including SANAS accreditation for transformer testing.
• Competence in occupational health and safety, with trained and certified personnel for working at heights, handling hazardous materials, and emergency procedures.
• Ability to provide ongoing skills development and training for staff to ensure compliance with industry standards and safety regulations.
• Knowledge of South African standards (SANS, NRS) and international best practices for transformer refurbishment.
• Capacity to manage quality assurance, documentation, and warranty services effectively.
