Objectives

The primary objective of this tender is to conduct research and development on infrared concealment materials. The aim is to develop advanced materials capable of significantly reducing visibility in thermal and infrared spectra (including SWIR, MWIR, and LWIR bands) for military applications, specifically a human-scale military poncho that is durable, field-deployable, and operationally suitable.

Scope

The scope encompasses the full lifecycle of research, material selection, design, development, testing, and delivery of infrared and thermal concealment materials. The project involves creating a full-sized military poncho that minimizes detectability across various IR bands, suitable for hostile environments. The engagement is on a three-year period, with pre-qualified suppliers approached for specific requirements on an “as and when required” basis.

• Research and development of IR concealment materials
• Design and development of a military poncho with IR reduction capabilities
• Material testing and evaluation
• Delivery of the final product

Technical Requirements

The technical scope includes:

• Development of materials that effectively reduce detectability in SWIR, MWIR, and LWIR bands
• Design of a human-scale military poncho that is durable and field-deployable
• Research into advanced concealment solutions that can be integrated into military gear
• Proposals must include solutions for material selection, design, and testing strategies, without requiring actual testing during the proposal stage

Additional technical considerations include durability, operational suitability, and the ability to significantly diminish IR signatures in hostile environments.

Skills Requirements

The successful bidder must demonstrate:

• Qualifications: An engineering degree (preferably in Material Science, Engineering, or related fields), with a master's degree being advantageous
• Proven Track Record: At least 3 years of experience in signature management or related IR/thermal concealment domains, with evidence such as CVs or portfolios
• Company Profiling: An up-to-date company profile demonstrating relevant experience and capabilities
• Solution Generation: Ability to develop innovative solutions, clearly articulated in a detailed technical proposal
• References: At least three relevant references demonstrating successful past projects in similar domains

Additionally, bidders should have expertise in material science, thermal imaging, IR signature reduction, and military-grade product development.
