Objectives

The primary objective of this tender is to establish a panel of accredited training providers to deliver skills development programmes related to the Expanded Public Works Programme (EPWP) in the Eastern Cape. Specifically, the Department of Public Works & Infrastructure aims to train participants in artisan development, skills programmes, and related interventions to facilitate employment, enterprise development, and skills transfer. The training aims to produce qualified artisans and skilled beneficiaries who can enter employment, start businesses, or obtain recognition of prior learning (RPL).

Scope

The scope of the project includes:

• Establishing a panel of training providers with the necessary accreditation to deliver specified training interventions.
• Providing training in various sectors such as construction, artisan development, landscaping, refrigeration, water systems, renewable energy, and business management.
• Developing training plans, delivering theoretical and practical training, providing learning materials, and conducting assessments.
• Facilitating learner induction, securing workplace placements, monitoring progress, and issuing certificates of competence or completion.
• Supporting external funding initiatives and partnerships to enhance training delivery and beneficiary support.
• Delivering training across multiple provinces, with capacity to handle varying participant numbers, including centralized and combined training sessions where necessary.

Technical Requirements

Training providers must meet the following technical requirements:

• Hold valid accreditation from relevant authorities (e.g., QCTO, SETAs) for the specific training programmes.
• Provide proof of accreditation for each training field offered, including validity periods.
• Develop and implement training plans aligned with programme specifications.
• Provide appropriate learning materials and training manuals in official languages.
• Ensure facilities are conducive to learning, equipped with necessary tools, PPE, and equipment (especially for artisan programmes).
• Conduct learner induction, facilitate training, and manage learner conduct.
• Administer and submit accurate attendance registers and assessment results.
• Facilitate external verification and moderation by SETAs and QCTO.
• Secure workplace training placements where applicable.
• Monitor and report on training progress regularly.
• Sign contractual agreements with the Department upon appointment.

Skills Requirements

Applicants must demonstrate the following skills and competencies:

• Management Skills: Proven experience managing artisan development projects or trade testing, with CVs and testimonials.
• Facilitator/Assessor/Moderator Skills: Experience in implementing artisan training or trade testing, with relevant accreditation and references.
• Company Experience: Demonstrated capacity in delivering similar training projects, supported by certificates or reference letters.
• Technical Expertise: Knowledge of training standards, assessment processes, and quality assurance requirements.
• Capacity: Ability to deliver training at scale, with adequate facilities, resources, and personnel.
• Funding and Partnership Skills: Ability to leverage external funding and partnerships to support training initiatives.

Applicants are evaluated based on their capacity, experience, and proven track record, with minimum functionality scores required to qualify for inclusion in the panel.
