Tender Summary

Objectives

The primary objective of this tender is to select strategic partners, referred to as Sub Executing Agencies, to support the implementation of the GEF8/GBFF Mega Living Landscapes (MLL) Project. These agencies will facilitate the day-to-day execution of project activities across targeted landscapes, contribute to the development of landscape frameworks, and ensure the achievement of biodiversity conservation, community empowerment, and socio-economic development goals aligned with SANParks’ Vision 2040.

Scope

The scope encompasses the appointment of four Sub Executing Agencies for a contract period of six years. These agencies will:

  • Operate within three designated Mega Living Landscapes (Kruger, Grasslands, Addo) and a cross-cutting workstream.
  • Lead the implementation of interventions including landscape planning, stakeholder engagement, capacity building, and environmental safeguards.
  • Develop and implement Landscape Framework Plans and Investment Strategies.
  • Establish MLL Hubs as operational bases in each landscape.
  • Coordinate with SANParks Project Management Office (PMU) and other stakeholders to deliver project outputs.
  • Ensure compliance with environmental, social, and governance standards, including safeguards frameworks.

Technical Requirements

Applicants must demonstrate:

  • Credibility and long-term presence within the landscape, with at least 10 years of experience working with conservation authorities and local communities.
  • Proven expertise in biodiversity conservation, sustainable livelihoods, and socio-economic development aligned with GEF-8 and GBFF project goals.
  • Strong governance, transformation practices, and financial management systems compliant with national and donor regulations.
  • Capacity to mobilize co-financing or in-kind support and demonstrate community trust and leadership.
  • Experience in developing landscape-level strategic plans, frameworks, and investment models.
  • Ability to manage relationships with stakeholders, oversee project funding, and ensure environmental and social safeguards compliance.
