Scope

Bidders must deliver a comprehensive proposal encompassing the full lifecycle of a shopping mall development. This includes site planning, architectural design, financial structuring, construction, and operational readiness. The municipality retains land ownership while granting a long-term lease to the successful bidder. The procurement process consists of two stages: initial submission of a technical and financial proposal, followed by an in-person PowerPoint presentation for shortlisted candidates.

Technical Requirements

• Project Experience: Minimum of one successfully completed shopping mall or property development project in the public or private sector, verified via SLA, MoU, or MoA.
• Organisational Structure: Clear hierarchy detailing team members, roles, key qualifications, and relevant experience, supported by valid certified ID copies.
• Financial Capacity: Audited financial statements for the past three years, plus documented proof of available funding (both internal equity and external/financier-backed).
• Methodology & Work Plan: A phased implementation plan with a concise cost and time breakdown, outlining all project activities and estimated durations.
• Presentation Stage: Shortlisted bidders must deliver an in-person PowerPoint presentation demonstrating access to investment capital and providing a bank rating letter.
• Compliance Documentation: Submission of prescribed MBD forms, valid SARS tax clearance/PIN, firm VAT-inclusive pricing, original certifications (not older than three months), municipal clearance proof, and National Treasury CSD registration. Joint ventures require comprehensive, signed partnership agreements.

Notable Terms & Conditions

Long-Term Lease Arrangement: The municipality will not sell the land but will grant a long-term lease to the developer. Revenue generated from the mall will be structured according to the lease agreement, aligning with the municipality’s fiscal sustainability and service delivery goals.

MBD Forms: Standard South African government procurement documents (MBD 1, 3, 4, 6, and 9) that cover bidder declarations, pricing schedules, compliance statements, and preferential procurement preferences. Failure to submit these renders the bid non-responsive.

CSD Registration: Mandatory enrollment in the National Treasury’s Central Supplier Database, which serves as the official registry for all entities contracting with South African government departments and municipalities.

Joint Venture/Consortium Rules: Multiple firms may bid collectively, but must submit a fully executed joint venture agreement. Each partner must independently meet all compliance, financial, and technical requirements, and failure by any partner invalidates the entire submission.
