Objectives

The primary objective of this tender is to invite qualified service providers to submit their interest for managing outdoor advertising services on behalf of Umdoni Municipality for a period of three years. The goal is to regulate and oversee outdoor advertising opportunities, ensuring they align with legal, environmental, traffic safety, and aesthetic standards while promoting economic development and community interests.

Scope

The scope includes:

• Management and regulation of outdoor advertising signs, billboards, posters, banners, flags, and other signage within Umdoni Municipality.
• Implementation and enforcement of signage bylaws, ensuring compliance with relevant legislation and environmental principles.
• Balancing advertising opportunities with traffic safety, environmental conservation, heritage preservation, and urban aesthetics.
• Categorization and mapping of landscapes based on sensitivity to signage impacts, with control measures tailored to each landscape type.
• Development of signage master plans, application procedures, and control frameworks to guide signage placement and design.
• Promotion of responsible signage design, technological integration, and community involvement.

Technical Requirements

The technical requirements include:

• Submission of mandatory documents such as company registration, tax compliance, BBBEE certificates, and proof of experience.
• Evaluation of service provider’s relevant experience, quality of proposed methods, key staff qualifications, and transfer of skills.
• Provision of qualified project team members, including site managers, electrical engineers, and administrative staff, with appropriate certifications.
• Development of an implementation and control framework, including signage regulations, application procedures, tariffs, and enforcement mechanisms.
• Adherence to legislation such as the Constitution, National Environmental Management Act, Road Traffic Act, Heritage Resources Act, and local bylaws.
• Design and placement of signage that respects environmental sensitivities, urban character, and traffic safety considerations.
• Use of innovative signage technologies, including digital signs, QR codes, and social media integration, where appropriate.

Skills Requirements

The service provider’s staff must possess:

• Post-matric qualifications or extensive relevant experience in signage, urban planning, or related fields.
• Computer literacy and proficiency in drafting, documentation, and communication.
• Technical expertise in signage design, installation, and maintenance, including electrical engineering skills for digital signage.
• Experience in project management, community engagement, and regulatory compliance.
• Good communication skills, both verbal and written, to liaise with municipal officials, community groups, and industry stakeholders.
• Ability to prepare detailed reports, proposals, and signage master plans.
