Objectives

The primary objective of this tender is to appoint service providers for the management of outdoor advertising services on behalf of Umdoni Municipality for a period of 3 years. The initiative aims to regulate outdoor advertising in a manner that balances economic development, visual environment, traffic safety, environmental conservation, and heritage considerations, ensuring responsible and design-oriented signage that contributes positively to urban streetscapes and community interests.

Scope

The scope encompasses:

• Implementation and enforcement of regulations governing outdoor advertising and signage within Umdoni Municipality.
• Management of outdoor advertising opportunities, including signage types, sizes, locations, and technological innovations.
• Balancing advertising opportunities with environmental, traffic safety, heritage, and aesthetic considerations.
• Categorization of signage types (locality bound, third-party, commercial, non-profit) and their appropriate regulation based on landscape sensitivity.
• Development of control frameworks, guidelines, and signage master plans.
• Community engagement and stakeholder consultation in signage placement and regulation.
• Ensuring signage complies with relevant legislation, bylaws, and safety standards.

Technical Requirements

The technical requirements include:

• Adherence to the Umdoni Signs and Hoarding by-law and other applicable legislation such as the Road Traffic Act, Environmental Management Act, Heritage Resources Act, and Building Regulations.
• Development of a comprehensive signage regulation framework, including schedules for specific sign types and locations.
• Application of principles from the National Environmental Management Act (NEMA) to ensure sustainable signage practices.
• Design and implementation of signage control measures based on landscape sensitivity, with categories such as maximum, partial, and minimum control areas.
• Promotion of sign design excellence, technological integration (QR codes, social media, digital signage), and aesthetic integration with architecture and landscaping.
• Establishment of electronic signage application and approval processes, including pre-scrutiny advice and online submission portals.
• Protection of public safety, traffic safety, structural integrity, and community interests.
• Regular reporting, data management, and project oversight aligned with municipal standards.

Skills Requirements

The service provider must demonstrate:

• Post-matric qualifications or extensive relevant experience in signage, urban planning, or related fields.
• Computer literacy and proficiency in drafting, correspondence, and project management software.
• Technical expertise in signage design, environmental impact assessment, and compliance with legislation.
• Experience in processing signage applications, development plans, and building plans, preferably within municipal or government environments.
• Good communication skills, customer interface experience, and community engagement capabilities.
• Qualified personnel including project managers, site managers, electrical engineers, and administrative staff with relevant certifications (e.g., Civil Engineering, Electrical Engineering, Construction Management).
• Ability to develop and implement signage control frameworks, guidelines, and master plans.
• Experience in managing signage projects with a focus on design quality, safety, and technological innovation.
