Objectives

The primary objective of this tender is to establish a panel of qualified service providers for the supply, delivery, and offloading of poly liquid coagulants, bioremediation chemicals, and ancillary water and wastewater treatment services. The aim is to ensure an uninterrupted, cost-effective, and standards-compliant supply of chemicals and related services to various water treatment facilities within the Joe Gqabi District Municipality over a period of three years.

Scope

The scope encompasses:

• Provision of site-specific poly liquid coagulants (cationic, potable water quality grade) suitable for treating water to meet SANS241 and local water standards.
• Supply, delivery, and offloading of chemicals to all designated water and wastewater treatment works within the municipality’s jurisdiction.
• Demonstration of chemical suitability through jar and pilot testing prior to utilization at specific sites.
• Provision of stock holding (minimum one month supply) at supplier premises, with rights for the municipality to audit stock levels.
• Ongoing technical support, site visits, training, safety signage, and ancillary activities related to chemical application and process optimization.
• Adherence to legislated standards, safety, and environmental requirements, including compliance with SANS241, Blue and Green Drop standards, and health regulations.
• Utilization of the contract for testing, technical support, and ancillary activities aligned with the original scope, within the defined treatment sites and systems.

Technical Requirements

The technical specifications include:

• Cationic, potable water quality grade poly liquid coagulants capable of satisfactory water treatment.
• Proof of chemical approval from recognized bodies (e.g., South African Department of Health, NSF, ANSI, USEPA, WHO).
• Provision of quality control documentation (e.g., NSF/ANSI 60, ISO 9001, ISO 14001).
• Chemical composition details: viscosity, total solids, pH, specific gravity, monomer content, aluminium content (for blends).
• Demonstration of chemical performance through jar testing and pilot studies at each site prior to utilization.
• Stock of raw materials equivalent to at least one month’s average usage, maintained on-site, with rights for audits.
• Provision of safety signage, MSDS, certificates of analysis, and compliance with safety legislation.
• Delivery within specified timeframes (48 hours to 7 days), with proper packaging, leak-proof containers, and certified Hazchem drivers.
• Ongoing technical support including site visits, process optimization, and emergency response services.
• Provision of training on safe handling, jar testing, and chemical application procedures.

Skills Requirements

The tender stipulates that bidders must possess:

• Proven experience in supplying and managing water treatment chemicals, with evidence of completed projects (minimum of 3-5 projects).
• Qualified process controllers with at least 3-5 years of relevant experience, supported by CVs and certifications (e.g., Class V process controller).
• Ability to conduct site-specific jar testing and pilot testing to demonstrate chemical suitability.
• Technical expertise in water and wastewater treatment processes, including process optimization and safety compliance.
• Capacity to provide ongoing technical support, training, and site visits at scheduled intervals.
• Compliance with safety, environmental, and quality standards, supported by relevant certifications (ISO 9001, NSF/ANSI 60, ISO 14001, OHSAS 18001).
• Efficient logistics and delivery capabilities, including certified Hazchem drivers and suitable delivery vehicles.
• Ability to maintain and provide quality documentation, including certificates of analysis, safety data sheets, and compliance proof.
