Objectives

The primary objective of this tender is to extend waste management services within Winnie Madikizela-Mandela Local Municipality for a period of 24 months. The aim is to ensure effective collection, transportation, and safe disposal of various waste streams across identified wards, promoting environmentally sound waste minimization, recycling, and sustainable business practices in compliance with relevant legislation such as the Waste Act 59 of 2008.

Scope

The scope encompasses:

• Management of waste collection, transportation, and disposal in 7 wards (Ward 4, 6, 7, 9, 22, 26, 29).
• Establishment and maintenance of waste collection sites, including infrastructure such as cages, slabs, fencing, and pedestrian gates.
• Provision of personnel including ward-based beneficiaries, general workers, supervisors, data collectors, and a project manager.
• Provision of vehicles for waste transport, ensuring roadworthiness and compliance with transport tariffs.
• Promotion of recycling and waste minimization strategies aligned with environmental legislation.
• Appointing beneficiaries and workers responsible for site maintenance, waste collection, and environmental safety during weekends and public holidays.
• Adherence to all applicable government legislation and environmental standards.

Technical Requirements

The technical requirements include:

• Delivery of waste collection, transportation, and disposal services within six weeks of contract commencement.
• Use of suitable, roadworthy vehicles (e.g., trucks, bakkies) for waste transport, with testing prior to deployment.
• Management of various waste types including recyclables, garden waste, domestic waste, and electric waste, excluding medical and hazardous waste.
• Provision of PPE and safety gear to personnel.
• Establishment and maintenance of waste collection sites, including fencing, signage, and cleanliness.
• Compliance with South African Standards (SABS) for quality and safety of waste management activities.
• Monitoring and reporting on waste volumes, recycling rates, and environmental impact.
• Adherence to the hierarchy of waste management, emphasizing waste minimization, recycling, and environmentally sustainable disposal.

Skills Requirements

The tenderer must demonstrate:

• Experience in waste management projects, with evidence of successful similar implementations (minimum project value R2,000,000).
• Qualified personnel including a Project Manager with relevant project management and environmental experience, supervisors, data collectors, and drivers with appropriate licenses and experience.
• Capability to appoint and manage ward-based beneficiaries and general workers, providing training and PPE.
• Technical expertise in waste collection logistics, site management, and recycling processes.
• Knowledge of South African environmental legislation and standards related to waste management.
• Ability to monitor, evaluate, and report on environmental performance and waste minimization efforts.
• Capacity to deliver services within specified timeframes and maintain high standards of health, safety, and environmental compliance.
