Objectives

The primary objective of this tender is to extend and improve waste management services across specified wards within the Winnie Madikizela Mandela Local Municipality. The aim is to ensure effective collection, transportation, and safe disposal of various waste streams, promoting environmental sustainability, resource conservation, and compliance with relevant legislation such as the Waste Act 59 of 2008. The service also seeks to establish community waste collection points, promote recycling, and foster local economic participation through employment and local procurement.

Scope

The scope of work includes:

• Management of waste collection, transportation, and disposal in 7 identified wards (Ward 4, 6, 7, 9, 22, 26, 29).
• Establishment and maintenance of waste collection sites, including infrastructure such as cages, concrete slabs, fencing, and pedestrian gates.
• Provision of personnel including ward-based beneficiaries, general workers, supervisors, data collectors, and a project manager.
• Provision of transportation using roadworthy vehicles (trucks, bakkies) for waste removal from wards to disposal sites.
• Handling various waste types: paper, glass, metals, plastics, organic waste, garden waste, builders' rubble, electric waste, etc.
• Promotion of recycling and waste minimization practices.
• Compliance with all applicable legislation and environmental standards.
• Monitoring, reporting, and performance review throughout the contract duration.

Technical Requirements

The technical requirements include:

• Adherence to the latest South African Bureau of Standards (SABS) codes for materials and equipment.
• Provision of roadworthy vehicles suitable for waste transportation, with specific vehicle types and rates per ward.
• Delivery of waste collection services within six weeks of contract commencement.
• Use of locally produced goods and services, with specified minimum thresholds for local content.
• Provision of PPE and safety gear for personnel.
• Implementation of waste minimization, recycling, and environmental conservation practices.
• Establishment of waste collection points and proper disposal procedures, including compliance with environmental legislation.
• Regular reporting on progress, challenges, and environmental impact.

Skills and Skills Requirements

The tender requires bidders to demonstrate:

• Experience in waste management projects, with at least 3 recent references and appointment letters indicating successful project delivery valued at R2 million or above.
• Qualified personnel including:
• Project Manager with a Project Management Certificate and Waste/Environmental experience.
• Supervisors with at least 2 years' relevant experience and residency in Bizana.
• Data collectors with Grade 12 and computer literacy.
• Drivers with EC license and 2 years' experience.
• Beneficiaries with physical strength and local residency for waste collection and site maintenance.
• Knowledge of environmental legislation, waste minimization techniques, and recycling practices.
• Ability to establish and maintain waste collection infrastructure and ensure compliance with safety standards.
• Capacity to monitor, evaluate, and report on service delivery and environmental impact.
• Proven ability to manage logistics, personnel, and community engagement effectively.
