Objectives

The primary objective of this tender is to procure and implement a fully functional Financial Reporting System for the South African Diamond and Precious Metals Regulator (SADPMR). The system aims to facilitate the preparation of compliant financial statements in accordance with Generally Recognised Accounting Practices (GRAP), support the office of the Chief Financial Officer in generating required reports, and ensure timely, accurate, and efficient financial reporting to relevant authorities such as the Auditor-General, Department of Mineral and Petroleum Resources, and National Treasury.

Scope

The scope of the tender includes:

• Supply, installation, configuration, and implementation of the financial reporting system.
• Ensuring the system is capable of generating financial statements and disclosures compliant with GRAP and SADPMR formats.
• Providing all related services according to an agreed project plan and schedule.
• Delivering a system demonstration to illustrate functional and reporting capabilities.
• Providing post-implementation support over a period of three years.

Technical Requirements

The technical specifications for the system include:

• System installation and configuration to support financial reporting processes.
• Generation of reports such as flow statements, disclosures, and other financial statements in Excel format.
• Compliance with GRAP standards and SADPMR formatting requirements.
• Capability to produce reports that are accurate, timely, and meet statutory and internal requirements.
• Adherence to project milestones, including system setup, user training, and post-implementation support.

Skills Requirements

The tender specifies the following skills and experience criteria for bidders:

• Company experience in providing similar financial reporting services to entities using GRAP, with a minimum of 3 years’ experience.
• Demonstrated experience of the project team leader in managing similar projects, with at least 3 years’ experience and relevant qualifications.
• The team leader must possess a minimum NQF 7 accounting qualification, with higher qualifications (NQF 8 or CA(SA)) earning additional points.
• Provision of a detailed project plan outlining initiation, configuration, user training, and post-implementation support.
• Ability to demonstrate system capabilities through a comprehensive presentation or demonstration.
• Provision of references and proof of experience, including reference letters and qualification certificates.
