Objectives

The primary objective of this tender is to lease the Transnet Rail Infrastructure Manager (TRIM) sidings/facilities, specifically Siding Number 702404, for a minimum period of ten (10) years. The initiative aims to facilitate open access to the market for leasing of sidings, promote efficient utilization of strategic rail assets, and support economic development through increased rail freight capacity and operational efficiency.

Scope

The scope encompasses:

• Leasing of the specified siding and associated facilities to qualified operators for at least ten years.
• Development and investment in infrastructure, including upgrades to rail lines, storage, handling equipment, security, and ancillary facilities.
• Provision of operational, maintenance, security, environmental, risk management, and business continuity plans aligned with Transnet standards and regulations.
• Compliance with environmental, health and safety, water use, and other relevant legislation and policies.
• Submission of detailed technical, environmental, risk, security, and financial management plans, including investment commitments and community development initiatives.
• Provision of reference letters, company profiles, and proof of experience supporting due diligence.

Technical Requirements

The technical requirements include:

• Completion of environmental screening and management plans, including impact assessments, mitigation measures, and environmental legislation compliance.
• Development of detailed operational models, infrastructure upgrade plans, and maintenance schedules with supporting concept designs and illustrations.
• Provision of risk management and business continuity plans, including risk assessments, mitigation actions, and contingency strategies.
• Implementation of security management and security response plans, including technology and incident management systems.
• Submission of investment plans detailing fixed and moveable assets, infrastructure upgrades, and development outside the siding boundary.
• Compliance with water and energy use permits, health and safety regulations, and railway safety standards.
• Provision of financial statements, proof of funding, and B-BBEE certification.
• Adherence to lease agreement conditions, including use restrictions, maintenance obligations, and environmental management.
