Objectives

The primary objective of this tender is to appoint a service provider capable of delivering comprehensive Basic and Post-basic Pharmacist Assistant training across all institutions under Western Cape Government Health & Wellness. The training aims to equip learners with the necessary knowledge, practical skills, and competencies to support pharmaceutical services, improve healthcare delivery, and address workforce gaps in pharmacy support personnel.

Scope

The scope encompasses the provision of training for two qualification levels:

• Basic Pharmacist’s Assistant: Covering fundamental pharmaceutical support tasks, including stock management, non-sterile medicine manufacturing, compounding, dispensing, and administrative duties.
• Post-Basic Pharmacist’s Assistant: Focusing on advanced pharmaceutical services such as stock control, manufacturing, compounding, dispensing, and supporting pharmaceutical care under pharmacist supervision.

The training will be delivered over a 4-year period, including face-to-face, virtual, and practical components, with assessments, reports, and compliance with legislative and quality standards.

Technical Requirements

• Development and delivery of curricula aligned with SAQA qualifications ID 112811 (Basic) and 112807 (Post-Basic).
• Registration and accreditation with the South African Pharmacy Council (SAPC) and relevant quality assurance bodies.
• Provision of training resources, including venues, multimedia materials, notes, and assessments.
• Implementation of quality assurance measures, including assessments, monitoring, and reporting.
• Compliance with legislative frameworks such as cGMP, GPP, GWDP, and relevant health and safety standards.
• Management of practical and experiential training, including placements and assessments.
• Reporting on learner progress, financial expenditure, and training outcomes quarterly and monthly.
• Ensuring training is accessible in face-to-face and virtual formats, including for rural districts.

Skills Requirements

• Proven experience in delivering pharmacy support training aligned with SAQA standards.
• Qualified and capable trainers/facilitators with relevant CVs, qualifications, and experience (minimum 5 years in training).
• Ability to develop and implement comprehensive curricula, including practical and theoretical modules.
• Capacity to manage training logistics, including venues, materials, and participant coordination.
• Competence in assessment and quality assurance processes, including internal and external evaluations.
• Experience in reporting, monitoring, and auditing training activities and learner progress.
• Capacity to deliver training in multiple languages (English, Afrikaans, isiXhosa) and adapt to virtual and in-person formats.
• Knowledge of legislative and regulatory frameworks governing pharmacy practice and training.
