Objectives

The primary objective of this tender is to appoint a qualified service provider to perform desludging of sewer tanks in the KwaZulu-Natal (KZN) region on an “as and when required” basis over a contract period of 36 months. The goal is to ensure proper and legal disposal of septic waste, maintain environmental safety, and provide reliable desludging services as needed throughout the contract duration.

Scope

The scope of work includes:

• Desludging all specified sewer tanks across various locations within the KZN region, as per the schedule and requirements outlined in the tender documents.
• Transporting and handling septic waste using suitable, safe, and well-maintained equipment to prevent spills and leaks.
• Disposing of waste at designated municipal treatment facilities with proper authorization and tracking via waste manifest systems.
• Providing safety files and adhering to safety and environmental regulations prior to and during operations.
• Performing desludging at locations where tanker trucks cannot access, including manual desludging at stations, depots, and residential houses.

Technical Requirements

The technical requirements include:

• Management license issued by relevant environmental authorities (e.g., Department of Forestry, Fisheries and the Environment).
• Compliance with waste manifest systems for hazardous waste tracking.
• Valid waste management and waste transporter permits or licenses from environmental authorities or municipalities.
• Proof of registration with the Department of Water and Sanitation and the Central Supplier Database (CSD).
• Provision of a safety file for approval before project commencement.
• Use of suitable, safe, and regularly maintained equipment for transporting septic waste.
• Adherence to safety regulations, including use of safety clothing and safe work procedures.
• Proper disposal of waste at authorized municipal facilities with proof of disposal.

Skills Requirements

The successful bidder must demonstrate:

• Experience in desludging sewer tanks and handling septic waste operations.
• Knowledge of environmental regulations and waste management protocols.
• Ability to operate and maintain desludging equipment safely and effectively.
• Competence in preparing and submitting safety files and compliance documentation.
• Capacity to perform manual desludging where necessary, with appropriate safety measures.
• Proven track record of legal and ethical waste disposal operations.
• Effective project management and safety management skills to ensure timely and compliant service delivery.
