Objectives

The primary objective of the tender is to conduct a detailed pre-feasibility engineering study for coastal protection structures at Alkantstrand and Northern Beaches of Richards Bay. The study aims to identify sustainable, cost-effective solutions to mitigate shoreline erosion, enhance beach stability, and protect critical infrastructure. It also seeks to evaluate existing and proposed interventions, including beach nourishment, sand retention, and coastal protection structures, considering environmental, social, and economic impacts.

Scope

The scope encompasses comprehensive engineering assessments and analyses, including:

• Part A: Beach Nourishment
  • Review of historical sediment transport and shoreline erosion data.
  • Development and calibration of numerical models (wave, sediment transport).
  • Assessment of current and planned dredging and sand placement strategies.
  • Design of optimized sand nourishment schemes, including frequency, volume, and placement methods.
  • Evaluation of long-term maintenance and sustainability of nourishment activities.
• Part B: Coastal Protection Structures
  • Assessment of existing and alternative coastal protection options (e.g., fixed structures, sand retention systems).
  • Design and conceptual development of feasible protection structures.
  • Feasibility analysis, including cost estimates, environmental impacts, and performance modeling.
  • Simulation of intervention scenarios, including combined strategies (e.g., nourishment + structures).
• Part C: Final Report and Deliverables
  • Compilation of a comprehensive pre-feasibility report with recommendations.
  • Environmental and regulatory compliance roadmap.
  • Stakeholder engagement and consultation documentation.
  • Technical drawings, GIS data, and digital models in native and editable formats.

Technical Requirements

The technical scope includes:

• Development of calibrated numerical models for wave, sediment transport, and shoreline evolution.
• Design of sand nourishment schemes, including particle size optimization and placement methods.
• Assessment of alternative coastal protection structures with detailed conceptual designs.
• Simulation of intervention scenarios to evaluate performance, resilience, and environmental impacts.
• Preparation of detailed technical drawings, GIS datasets, and environmental screening reports.
• Implementation of quality assurance, safety, and environmental management plans.
• Regular project meetings, progress reporting, and documentation control.

Skills and Experience Requirements

The tenderer must demonstrate the following key personnel qualifications and experience:

• Engineering Manager: Registration with ECSA as a Professional Engineer or Technologist, with a minimum of 5 years post-registration experience in port and coastal engineering.
• Lead Marine/Coastal Engineer: Master’s degree in Port and Coastal Engineering, with at least 5 years of relevant experience in design and modeling of coastal infrastructure.
• Civil Engineer: BSc/BEng in Civil Engineering, with a minimum of 5 years’ experience in port and coastal projects, including sediment transport and shoreline modeling.
• Environmental Specialist: Proven experience in environmental impact assessments, permitting, and stakeholder engagement related to coastal engineering projects.
• Modeling and Design Experts: Demonstrated skills in numerical modeling (e.g., MS Project, Primavera, or similar software), GIS, and technical drawing preparation.

Additional requirements include proven track record of similar projects within the last 15 years, with references and completion certificates, and a minimum functionality score of 70 points during evaluation.
