Objectives

The primary objective of this tender is to procure services for vacuuming, jetting, or a combination of both, on an "as and when required" basis, at the Port of Saldanha. The aim is to support Transnet Port Terminals in managing iron ore sludge, contaminated water, and other contaminants within the terminal, ensuring no pollutants leave the site, and maintaining operational efficiency over a 36-month period.

Scope

The scope includes:

• Provision of vacuuming, jetting, or combined jetting and vacuuming services at designated areas within the Bulk Terminal Port of Saldanha.
• Handling of iron ore sludge, contaminated water, and other pollutants, ensuring collection, drying, and reintegration into the product stream or safe transfer to designated areas.
• Use of specialized equipment such as truck-mounted high-pressure water jet machines with high flow vacuum systems, meeting specified capacity and technical requirements.
• Operational coverage during weekdays, after hours, weekends, and public holidays, with estimated hours provided for planning.

Technical Requirements

The technical specifications include:

• Vacuum tank capacity: Minimum 8,800 liters; Water tank capacity: Minimum 6,500 liters.
• Vacuum system capable of water and dust removal from vaults up to 30 meters below ground.
• Jetting system capable of delivering at least 400 liters per minute at a minimum pressure of 120 bar.
• Pipe handling: Large diameter (4-6 inches) and small diameter (2-4 inches) pipes, with specified lengths and quantities.
• Operational readiness within 4 hours of notification.
• Equipment must comply with South African road and safety regulations.

Skills and Personnel Requirements

The service provider must ensure:

• Ownership or lease of suitable vacuum and jetting trucks meeting capacity specifications.
• Availability of qualified drivers/operators with valid licenses (C1 or higher) and PDP, with a minimum of 15 months' experience.
• Provision of comprehensive CVs and proof of licensing for operators.
• Availability of trained personnel capable of operating equipment efficiently and safely.
• Provision of contact details for emergency communication and customer support.

Additional Skills and Capabilities

• Experience in handling iron ore sludge and contaminated water within port environments.
• Ability to mobilize equipment and personnel promptly within specified response times.
• Adherence to safety, environmental, and legal standards, including railway safety regulations where applicable.
• Capability to provide detailed reports, operational feedback, and compliance documentation.
