Objectives

The primary aim of this tender is to appoint a qualified contractor to undertake the periodic resurfacing and maintenance of specific sections of National Route 2, ensuring the road surface remains safe, durable, and compliant with SANRAL standards and legislation. Additionally, the project emphasizes promoting local economic participation through the development of targeted enterprises and labor, ensuring transparency, and fostering skills development aligned with government policies. Stakeholder engagement, community liaison, and environmental, health, and safety compliance are integral to achieving these objectives.

Scope

The scope encompasses the resurfacing of approximately 27 km of the national route, including associated activities such as traffic management, signage, safety measures, and environmental management. It involves preparation, milling, overlay, and finishing of the asphalt surface, along with repairs to underlying layers. The project also requires managing traffic flow during construction, coordinating with other contractors, and ensuring environmental and community considerations are met. Additionally, the scope includes the completion of documentation related to local content, foreign payments, and the development and management of targeted enterprises and labor databases, as well as stakeholder engagement activities.

Technical Requirements

• Adherence to the Standard Specifications for Road and Bridge Works (Draft October 2020) and project-specific standards.
• Use of approved, standards-compliant materials such as asphalt mixes, aggregates, and other construction materials, including local content standards (e.g., SATS 1286:2011).
• Implementation of rigorous quality control measures, including material testing, compaction, and documentation of results.
• Compliance with environmental management, occupational health and safety regulations, and traffic safety standards.
• Development of detailed work programmes with clear milestones for construction, traffic management, and safety procedures.
• Proper management of confined work areas, working around existing infrastructure, utilities, and narrow widths.
• Completion of necessary declarations and documentation related to local and imported content, foreign payments, and foreign content.
• Construction of infrastructure elements such as roads, drainage systems, bridges, and ancillary structures using specified materials and techniques.
• Environmental measures including pollution control, waste management, and protection of sensitive areas.
• Development and management of Targeted Enterprise and Targeted Labour databases, including procurement, training, and monitoring processes.

Skills & Skills Requirements

• Proven experience in asphalt resurfacing, road maintenance, and infrastructure projects of similar scale and complexity.
• Qualified personnel, including:
  • Project Manager with relevant engineering or construction management registration (e.g., ECSA or SACPCMP).
  • Construction Supervisor with appropriate technical qualifications and experience.
  • Health and Safety Officer (CHSO) with relevant registration and experience.
  • Environmental Officer qualified in environmental management or sciences.
  • Targeted Enterprise Construction Manager (TECM) experienced in enterprise development and mentorship.
• Technical expertise in materials testing, structural repairs, and construction of infrastructure such as bridges and drainage systems.
• Skills in developing and implementing work methodologies, quality assurance, environmental, and safety management systems.
• Experience in managing Targeted Enterprises and Labour, including database management, procurement, and training programs.
• Strong stakeholder engagement, community liaison, and dispute resolution skills.
• Knowledge of relevant legislation, standards, and best practices in health, safety, environmental management, and local content compliance.
• Ability to develop, monitor, and report on work plans, schedules, and progress to ensure timely and quality project delivery.
• Effective communication and documentation skills, including electronic project management systems.

Additional Considerations

The contractor must demonstrate compliance with all legal, safety, and environmental regulations, provide necessary insurances, and ensure the engagement of qualified personnel. Capacity to develop targeted enterprises, manage community relations, and deliver comprehensive progress and quality assurance reports is essential. Overall, the successful contractor will possess technical competence, experience in similar projects, and a strong commitment to local content, safety, environmental standards, and stakeholder engagement.
