Objectives

The primary objective of this tender is to procure a comprehensive cleaning service for the Orthotic and Prosthetic Centre in Pinelands, under the control of Western Cape Government Health and Wellness. The service includes cleaning, provision of equipment, consumables, and management of cleaning staff, to be maintained over a period of three years.

Scope

The scope encompasses the management and delivery of cleaning services at the OPC premises, including:

• Daily, weekly, quarterly, and deep-cleaning routines as specified in the service specifications.
• Use and control of premises, staff management, training, and hygiene standards.
• Purchase and supply of cleaning chemicals, equipment, and consumables.
• Waste disposal, waste management, and safety protocols.
• Adherence to health, safety, security, and environmental sustainability standards.
• Management of staff including supervision, training, hygiene, uniforms, and conduct.
• Compliance with contractual, legal, and regulatory requirements over the contract duration of three years.

Technical Requirements

The technical requirements include:

• Provision of sufficient, trained, and supervised cleaning staff, including relief staff.
• Implementation of a two-step cleaning and disinfection process, with specified routines for daily, weekly, quarterly, and on-request cleaning.
• Use of specified cleaning products meeting SABS/SANS standards, including biodegradable and environmentally friendly options.
• Supply and maintenance of cleaning equipment such as vacuum cleaners, scrubbers, mops, and safety gear.
• Proper use, control, and safeguarding of premises, equipment, and consumables.
• Adherence to hygiene standards, staff uniforms, and conduct protocols.
• Implementation of penalties for non-compliance and procedures for incident reporting and management.
• Compliance with occupational health and safety, fire safety, security, and environmental regulations.

Skills Requirements

The skills and qualifications required for bidders include:

• Proven experience of at least two years in providing cleaning services within health or similar environments.
• Demonstrated capacity to manage and supervise cleaning staff effectively, including relief staff management.
• Qualified and trained cleaning personnel, with on-site training prior to deployment.
• Knowledge of health and safety regulations, waste management, and environmental sustainability practices.
• Ability to supply and maintain cleaning equipment and chemicals meeting specified standards.
• Capability to monitor and ensure hygiene standards through audits and inspections.
• Experience in managing contracts, reporting, and compliance with legal and contractual obligations.
