Objectives

The primary objective of this tender is to establish an approved list of qualified service providers capable of supplying, delivering, installing, and testing radio equipment for Transnet Freight Rail's (TFR) high sites across the country. The focus is on enhancing radio network coverage, especially in areas with poor reception, by upgrading existing equipment and infrastructure to ensure reliable mission-critical communication for train operations and related functions.

Scope

The scope encompasses the following key activities:

• Provision of radio equipment that meets TFR specifications, including supply, delivery, installation, commissioning, and testing.
• Upgrading existing RF equipment to expand coverage areas and improve signal strength at high sites.
• Repair and reinstatement of critical components, including sourcing and maintaining off-the-shelf spares.
• Responding to faults and service requests on an "as and when required" basis throughout the 36-month contract period.
• Market scanning for recovered trunk and conventional radio equipment to ensure spare parts availability.
• Providing technical support and ensuring equipment conformance to ICASA regulations and international standards.

The contract aims to address identified coverage gaps and support Transnet's operational recovery plans by ensuring continuous, reliable radio communication across the network.

Technical Requirements

The technical specifications and requirements include:

• Supply of radio equipment compliant with Annexure A (list of equipment, materials, and specifications) and Annexure B (installation, commissioning, and testing procedures).
• Installation, commissioning, and testing of equipment as per TFR standards to ensure optimal performance.
• Repair and reinstatement of critical components, with turnaround times specified in Annexure D.
• Fault response within agreed standard times, detailed in Annexure E.
• Market sourcing of recovered and second-hand equipment, spares, and accessories to maintain network coverage.
• Equipment must conform to ICASA regulations, ITU-T standards, and spectrum regulations, with OEM authorisation proof provided.
• Warranty periods and quality assurance measures to be specified and adhered to.
• Environmental considerations, including green initiatives, waste disposal, and energy conservation, are also part of the requirements.
• Capability to provide ongoing technical support, repair, and maintenance services for the duration of the contract.
