Objectives

The primary objective of this tender is to provide a once-off calibration, maintenance, and testing of the 11kV electrical network and associated equipment at Transnet Pier 1, Durban. This includes the main circuit breakers, transformers, and related components on the RMGs and STS cranes, ensuring their proper functioning and safety compliance.

Scope

The scope encompasses:

• Calibration and testing of 11kV systems on specified substations and equipment (QC01 to QC07, RMG01, RMG02, RM01).
• Inspection, cleaning, and physical verification of transformers, busbars, fuses, and circuit breakers.
• Megger testing of transformer windings, including resistance, ratio, vector group, partial discharge, and Tan Delta tests.
• Verification and adjustment of transformer tap changer settings.
• Inspection of insulation, loose connections, and surface discoloration.
• Ground resistance testing and verification of earth connections.
• Identification of any failed or potential failure components and communication with Transnet for remedial actions.

Technical Requirements

The technical requirements include:

• Compliance with Transnet EEAM standards (EEAM-Q-012, EEAM-Q-021, EEAM-Q-020, EEAM-Q-009).
• Adherence to latest applicable standards and specifications for electrical equipment testing and quality management.
• Use of calibrated test equipment with valid certificates (make, model, calibration certificates).
• Implementation of safe work practices under supervision of authorized Transnet personnel.
• Preparation of detailed testing procedures and method statements outlining work conduct from start to completion.
• Compliance with safety, health, environment, and quality (SHEQ) standards, including OHS Act requirements.

Skills and Skills Requirements

The tender requires the following skills and qualifications:

• Qualified electrical technician or engineer with a minimum of 5 years’ experience in medium voltage (MV) and low voltage (LV) maintenance and testing.
• Proven track record with references for similar projects involving substations, cranes, transformers, and switchgear within the past 5 years.
• Ability to prepare and execute detailed work plans, testing procedures, and safety protocols.
• Competency in using specialized testing equipment such as Megger testers, multimeters, and insulation resistance testers.
• Knowledge of Transnet’s standards and safety procedures, including security clearance requirements where applicable.
• Effective communication skills for reporting findings, potential failures, and coordinating with Transnet personnel.
