Objectives

The primary objective of this tender is to engage a service provider to supply and operate dust suppression water cannon spray trucks at the TPT Richards Bay Terminal (RCB) for a period of 2 months. The service aims to mitigate dust pollution, ensure environmental compliance, and reduce health and safety risks associated with cargo spillages and dust emissions during port operations.

Scope

The scope of work includes:

• Provision of dust suppression spray trucks with qualified operators for 2 months.
• Operation of equipment across various port areas, including handling different cargo types such as sulphur, alumina, chlorides, woodchips, coking coal, and others.
• Deployment of equipment in all relevant sections based on demand, covering multiple stockpile sizes and operational zones within the port.
• Operational hours from 06:00 to 24:00, including night shifts from 18:00 to 06:00, 7 days a week.
• Use of equipment in compliance with safety, health, and environmental regulations, with proper PPE and safety procedures.
• Replacement or repair of equipment as needed to ensure continuous service.

Technical Requirements

The technical specifications for the spray trucks include:

• Spray size: 100 meters
• Flow rate: 7-11 liters per second
• Liquid pump pressure: 0.5 – 2.5 bar, with stainless-steel pumps
• Fog drop particles: 50-300 microns
• Horizontal range: >100 meters
• Pitch angle: -10° to 45°
• Horizontal rotation: 320° (adjustable)
• Aggregate capacity: >75 kW with total power adjustment
• Protection system: Limit and overload protection

Additional requirements include:

• Two spray trucks with operators, working in shifts to cover 24 hours.
• Qualified operators with valid certificates of competence or legal equivalents.
• Adherence to safety, health, and environmental standards, including compliance with relevant legislation and regulations.

Skills Requirements

• Operators must possess valid certificates of competence or equivalent qualifications as mandated by South African law.
• Personnel must be medically fit, with documentation confirming fitness to work in port environments.
• Operators and personnel must be trained in safety procedures, PPE usage, and environmental regulations.
• Service providers should have experience in operating dust suppression equipment within port or industrial settings.
• Knowledge of relevant safety, health, and environmental legislation, including OSHA, ISO standards, and port-specific regulations.
