Objectives

The primary objective of this tender is to procure a service provider capable of delivering a comprehensive Employee Wellness Assistance Programme (EAP) for the South African Civil Aviation Authority (SACAA) over a period of three (3) years. The programme aims to provide confidential, accessible, and professional support services to SACAA employees, their immediate families, interns, trainees, learners, and bursary students. The goal is to foster a healthy, supportive work environment by addressing work-related and personal issues through various wellness initiatives.

Scope

The scope of work includes:

• Provision of 24/7/365 confidential face-to-face and telephonic counselling services in all 11 South African official languages.
• Implementation, promotion, and management of the EAP services.
• Delivery of workshops on health, wellness, and occupational safety topics.
• Regular communication via email and digital channels on health-related topics.
• Monthly and quarterly reporting on service utilization and programme effectiveness.
• Specialized psychological counselling for employees in the Accident and Incident Investigation Division, including structured debriefings and resilience-building interventions.
• Access to an online Wellness Programme with integrated health management applications.
• Development and implementation of 60 targeted programmes, workshops, or interventions addressing specific challenges.
• Managerial consultancy, training, and referral services, including conflict resolution and crisis intervention.
• Marketing and communication materials, including posters, brochures, and digital collateral.

Technical Requirements

The technical requirements specify that the service provider must:

• Have at least five (5) years of experience in providing Employee Wellness Services.
• Demonstrate capability to develop and implement targeted wellness programmes and interventions.
• Provide samples of wellness reports and evidence of previous work, including session plans, workshop materials, testimonials, and certificates in trauma-informed care.
• Submit a minimum of three (3) reference letters from organizations with at least 500 employees, issued within the last three years.
• Ensure the availability of a dedicated psychologist for trauma-focused counselling for aviation accident investigators.
• Develop and present an implementation plan tailored to SACAA’s needs.
• Use a data system capable of detailed call tracking and reporting.
• Offer services in all official languages and ensure confidentiality and professionalism at all times.
