Objectives

The primary objective of this tender is to appoint a qualified contractor to design, supply, install, test, and commission a 12-meter LED floodlighting system for the open bulk cargo stacking area at Kendal Inland Terminal. The system must ensure safe, durable, compliant, maintainable, and environmentally suitable lighting for night-time operations, supporting efficient cargo handling and safety standards.

Scope

The scope encompasses the complete delivery of a lighting solution, including:

• Full civil, structural, electrical, and lighting design, including engineering studies, simulations, and calculations.
• Supply of galvanized lighting masts, floodlights, electrical components, and accessories.
• Installation of masts, floodlights, electrical wiring, protection devices, and control systems.
• Testing, commissioning, night-time lux verification, and statutory certification.
• Provision of all necessary documentation, manuals, warranties, and certification.
• Ensuring the installation is weatherproof, dust-resistant, and suitable for outdoor industrial conditions.
• Verification of final lighting levels, aiming, and adjustment to meet specified performance benchmarks.

Technical Requirements

• Galvanized steel masts, 12 m minimum height, heavy-duty outdoor rated.
• Six industrial LED floodlights per mast, each 300 W, with a total minimum output of 252,000 lumens per mast.
• Lighting system designed to provide at least 50 lux average across the stacking area, with minimal dark zones.
• Electrical system including underground cabling, distribution boards, surge protection (Type II SPD), and control devices (photocells, timers, manual overrides).
• All electrical components to meet SANS standards, weatherproof IP65/IP66 rated enclosures, and suitable for dusty, outdoor environments.
• Design verification through lighting studies and photometric simulations based on actual site conditions.
• Structural design and foundation calculations approved by a registered Professional Engineer (Pr. Eng). with ECSA.
• Full compliance with statutory safety, environmental, and quality standards, including certification and testing before handover.

Skills and Competency Requirements

• Registered Professional Engineer (ECSA) to review and approve all engineering designs, including structural, electrical, and foundation plans.
• Qualified electrical engineers and technicians with experience in outdoor industrial lighting installations, electrical design, and certification.
• Skilled civil and structural engineers for mast foundation and structural design, with proven experience in outdoor heavy-duty structures.
• Certified electricians for installation, wiring, testing, and commissioning, with relevant safety and compliance certifications.
• Experience in lighting simulation, photometric analysis, and environmental impact assessments.
• Project management personnel with demonstrated capability to coordinate design, procurement, installation, testing, and documentation processes.
• Competence in health, safety, and environmental management, including adherence to SHE standards and safety protocols.
