Objectives

The primary objective of the tender is to select a qualified service provider to perform steel work repairs and maintenance for the Dredging Services fleet over a period of five (5) years on an “as and when” required basis. The goal is to ensure port compliance, seaworthiness, and safety standards in line with Bureau Veritas (BV) and SAMSA requirements, while fostering a collaborative partnership that enhances quality, efficiency, and technological advancement.

Scope

The scope encompasses providing comprehensive steel work repairs and maintenance across the entire Dredging Services fleet, including vessels such as Isandlwana, Italeni, Ilembe, Mohoma, and others, covering activities like:

• Reclaim door repairs and replacements
• Hopper door removal, refitting, and sealing
• Structural repairs to duct keels, hopper bulkheads, void spaces, and decks
• Replacement of anodes, fairleads, rollers, gratings, and vessel partitions
• Maintenance of piping, valves, and other structural components
• Adherence to technical specifications, safety regulations, and environmental standards

The work must be performed during scheduled lay-ups and breakdown repairs, with all activities complying with relevant safety, environmental, and quality standards, including BV and SAMSA certifications.

Technical Requirements

• Provision of Welding Procedure Specifications (WPS) in accordance with Rule Note NR 216 (up to 16mm steel thickness) and NR 476 for hull structural steel, referencing submitted WPS certificates.
• Submission of five (5) BV-validated welder qualification certificates referencing the submitted WPS.
• Compliance with safety regulations, including proper ventilation, hazard monitoring, and adherence to Merchant Shipping Act requirements.
• Provision of detailed repair and maintenance programs, including Gantt charts with milestones, response times, and critical path activities.
• Implementation of quality assurance measures, including ISO 9001 certification and specific quality control plans for welding and structural repairs.
• Environmental commitments, waste management, and energy conservation policies.
• Provision of necessary tools, scaffolding, rigging, and support infrastructure for repairs.
• Compliance with health, safety, and environmental legislation, including occupational health and safety standards.
• Security clearance for personnel involved in sensitive or classified activities.

Skills and Skills Requirements

• Qualified welders certified by BV, with expertise in manual and automated welding processes for steel hulls and structural steel, referencing Rule Notes NR 216 and NR 476.
• Experience in structural steel repairs on ships, petrochemical tanks, and pressure piping, with proven track records within the past 10 years.
• Ability to develop and implement detailed repair programs, including Gantt charts and critical path analysis.
• Knowledge of BV and SAMSA standards, safety regulations, and environmental policies.
• Proficiency in quality management systems, including ISO 9001 certification and quality control planning.
• Competence in health and safety management, including risk assessments, SHE plans, and safety audits.
• Capability to manage logistics, scaffolding, rigging, and site support activities efficiently.
• Strong communication skills for coordination with Transnet and port authorities, including reporting and documentation.
• Environmental awareness and commitment to waste reduction, recycling, and energy conservation.
