Objectives

The primary objective of this tender is to conduct two independent stakeholder perception surveys over a three-year period. These surveys aim to measure key relationship indicators, understand stakeholder perceptions, satisfaction levels, and identify drivers of confidence, complaints, and dissatisfaction. The insights gained will inform SACAA's stakeholder engagement and service delivery strategies, enabling continuous improvement and enhanced communication, trust, and regulatory outcomes.

Scope

The scope of work includes:

• Conducting two independent stakeholder perception surveys within the specified period.
• Engaging relevant stakeholder groups, including external entities such as airports, aviation organizations, industry associations, passengers, and the general public, as well as internal and government stakeholders like SACAA employees, the Department of Transport, other government departments, and international bodies.
• Developing and managing data collection tools (e.g., multi-mode surveys, interview guides).
• Assessing the quality of engagement and service delivery from stakeholder feedback.
• Identifying gaps in communication, service delivery, and regulatory interactions.
• Analyzing survey responses to generate strategic insights and segmentation analysis.
• Proposing actionable measures for stakeholder relationship improvement.
• Preparing comprehensive reports and delivering presentations to SACAA management and governance structures.

Technical Requirements

The technical requirements encompass:

• Design and management of survey tools suitable for diverse stakeholder segments.
• Utilization of a mixed-method approach, primarily online surveys supplemented by qualitative methods such as interviews or focus groups.
• Ensuring data collection complies with the POPI Act and SACAA’s information security policies.
• Accessibility of survey tools 24/7 to accommodate stakeholder schedules.
• Alignment with SACAA’s corporate identity and branding.
• Provision of detailed project plans, including stakeholder mapping, tool development, data collection, analysis, and reporting timelines.
• Delivery of final reports, presentations, and workshops to interpret findings and develop action plans.

Skills Requirements

The proposal should demonstrate:

• Experience in conducting stakeholder perception, relationship, or reputation research, especially within the aviation or regulatory sectors.
• Knowledge and understanding of the aviation industry and its regulatory environment.
• Capability to develop and implement mixed-method research approaches, including online surveys and qualitative interviews.
• Strong analytical skills to interpret survey data and generate strategic insights.
• Proven ability to prepare comprehensive reports and deliver engaging presentations and workshops.
• Capacity to manage multiple stakeholder segments and ensure high response rates through best practices in digital engagement.
• Demonstrated experience in project planning, team organization, and adherence to timelines.
• Compliance with data privacy and security standards, including POPI Act adherence.
