Objectives

The primary objective of this tender is to secure the provision of various plant and earthmoving equipment to the North Corridor depots on an "as and when required" basis over a period of 24 months. The goal is to ensure the reliable, timely, and efficient supply of equipment necessary for construction, rehabilitation, and maintenance activities related to railway infrastructure, including formation works, embankments, tunnels, bridges, and other associated works. The contract aims to support Transnet's strategy of maintaining continuous railway infrastructure availability and operational efficiency.

Scope

The scope encompasses the supply, delivery, operation, and maintenance of a wide range of earthmoving and plant equipment across multiple depots, including Richards Bay, Empangeni, Vryheid, Ermelo, and Koedoespoort. Equipment types include trucks, bulldozers, excavators, loaders, rollers, graders, and cranes, among others. The contract covers equipment ownership, leasing, or subcontracting, with specific requirements for equipment age (not older than 15 years), availability, lead times, and operational readiness. The scope also involves providing qualified operators, ensuring safety compliance, and supporting activities such as training, safety management, and reporting.

Technical Requirements

• Provision of plant and earthmoving equipment that is fully operational, well-maintained, and not older than 15 years.
• Availability of equipment within specified lead times (typically 1-2 days from instruction) and continuous operational readiness.
• Provision of qualified, competent operators with relevant safety certifications.
• Implementation of safety standards in compliance with the Occupational Health and Safety Act and Railway Safety Regulations.
• Maintenance of equipment to ensure maximum availability, with daily production and performance monitoring.
• Adherence to environmental commitments, including waste management, recycling, and energy conservation policies.
• Provision of detailed maintenance plans, operational reports, and performance data.
• Compliance with security, safety, and legal requirements, including security clearance where applicable.
• Use of appropriate subcontracting, leasing, or ownership arrangements, with supporting documentation.

Skills Requirements

• Qualified and experienced operators with relevant safety and operational certifications.
• Technical expertise in the operation, maintenance, and troubleshooting of earthmoving equipment.
• Ability to provide training and supervision to ensure safe and efficient equipment operation.
• Capability to monitor and report on equipment performance, availability, and safety compliance.
• Knowledge of environmental policies and safety legislation applicable to railway infrastructure projects.
• Proficiency in project management, including scheduling, lead time management, and reporting.
• Experience in working within a multi-depot environment, with the ability to coordinate logistics and equipment deployment effectively.
